That depends on how you define spam. Some conversations in IOT's may look like spam but are actually good for the gameplay. I don't know if that's the case about NES'es, but they seem to sound more serious.

Not necessarily. In NESing we do have a "While We Wait" thread for chatter that is NESing, but not specific game, related (well much of the time anyway
). It has cut down on in game spam. and if in game spam gets out of hand, I am perfectly capable of dealing with it. IIRC probably 95% of all NESing problems come in the WWW thread. But in spite of high emotions and cantankerous personalities, NESing is mostly problem free. IOTers would have to learn to adjust.If a game mod has a problem with spamming, I am happy to delete posts and ask the offender to stop. If that is not sufficient, I can and will provide all expense paid tickets to "not here". Three, seven or fourteen day excursions are available.
I'm not much of a fan of infractions; if you cannot/will not respond appropriately when asked nicely, then you probably shouldn't be here anyway.
I would favor the game GM setting/managing the level of spam permisssble in their thread. If it gets out of hand or people don't respond to the GM's request to tone it down, then enforcement can follow.
