In my 2 plays of Rome so far they are still definately a warmonger. Its just now they get a big leg up in initial conquest by grabbing a CS through forced annexation. There is still plenty of reasons to keep conquering with Rome beyond that though.
When would you say is a good time to annex?
As early as possible, until you have a full authority tree, until you have courthouses?

To be clear, do you mean annex vs puppet, or do you mean when to forcefully annex?

If its the former, I never annex before courthouses, that unhappiness burden is just way too high when I'm still expanding.

For forceful, right now I recommend after getting Authority 2 (aka science/culture for founding/conquering cities). Doing it then gives you a great bump to science and culture along with all the other benefits of acquiring the CS. Only exception would probably be a cultural CS, just because the friendly culture trickle you get anyway might be worth just getting it right off the bat (have to check the numbers to know for certain).

I fail to see that. Ballistas are eaker and the UA that incetived conquest is no more. How does these changes gives reason for conquest? The way I see it, it gives more of a Progress feel to Rome, annexing everything in they way with a wandering army, more like a infrasctructure focused civ now.

They still have UB and UU that focus on conquest. Also keep in mind that a forced annex does count as a conquest, so you get Authority 2's full benefit from it.

Now can you play Rome as a progress style, sure if you want to. And I see that as a good, adding flexible options to play a civ normally isn't a bad thing.

So don't let the name fool you. Forceful annexation....doesn't automatically annex. You can still choose to puppet as you absorb the CS.

Yes I mean, I assume its the same stuff that Mongols used to be able to do.
 
Started a game with 3.2.1 and after conquering a CS my units were healing just 5 points withing its borders. Is this intended? CS was still in resistance.

Yes, when units are in the borders of a city in resistance, they heal as if they were in enemy territory. Was changed some months ago.
 
So whatever happened to the proposal that allowed polders to be built on lakes (3-01)? It got sponsored and passed the vote but is not in the changelog and I started a game with the Netherlands and am unable to build them on lakes.

That’s my bad.

I sponsored a bunch of changes from the last 2 congresses and have basically been squatting on them. Lots of new stuff going on in my life and I haven’t had time or interest for modding.
 
Playing on King diff with extra barbarians, and cities like this indian capital got easily conquered (by the barbarians), I did not remember it to be so hard for the AI, is it expected ?

AI seems to not build walls as aggressively as it used to in this version.

I had a question about happiness distribution. According to the 2.7.3 patch notes, "Global Happiness distribution is now more intelligent, targeting Unhappiness before boosting Happiness. Happiness is first distributed ONLY to cities that have less local Happiness than Population." I've had cities with less local happiness than population, but my happy cities are still getting a happiness boost from global happiness. Has anyone else experienced this, or does anyone know if this system has been changed from 2.7.3?

Sounds like a bug, unless the cap has been exceeded by Urbanization.
