No it is totally IC. Japan is supporting a neighboring democracy. OC is invading Vietnam. Why would the Lowlands invade Vietnam? IMHO there should much more world outrage to your attack on a democratic nation. The OCC nature of this invasion is most likely why your miltiary losses were so high.

We declare the Lowlands in direct violation of the Treaty of Washington.
Article 8 of the treaty of Washington clearly states
14 points by UCSA will be agreed to. (since it pretty much covers everything in this treaty)
Whereas the Lowlands invasion of Vietnam violates article 4 and 13 of the USCA’s 14 points
IV. Adequate guarantees given and taken that national armaments will be reduced to the lowest point consistent with domestic safety. This means one thing: No nation should already be prepared for war unless their promise of peace is threatened. And under no circumstances, shall a nation invade another without formal declaration of war.
XIII. All European nations should remove their military presence from nations in Asia and let them govern themselves and may only aid them through economic means. This will be an act of voluntary sacrifice and no Asian countries will be indebted to outside power for this purpose. And furthermore, all recognized nations of the world are to be granted their full rights to exercise sovereignty and their borders not interjected without just cause.
Japan demands that the signees of the Treaty of Washington force the Lowlands to evacuate all of Vietnam as their invasion was illegal. We further demand the Lowalnds apologize to Vietnam for the unprovoked attack and that they apologize to the World for violating the Treaty of Washington.
Failure to force action against the Lowlands will force Japan to view the treaty of Washington as null and void. All points of the treaty must be enforced if the treaty is to remain valid,

OOC: Nuke did the Lowlands give improved Rifles to GREECE, JAPAN, BOER REPUBIC? Did the other two send in orders about our tech group? Did I loose the tech group because of the switch to the Byz Empire?

OOC: Spain brings up a good point. The details of Hayne's assassination is very vague, if not completely unclear. This brings up two points:
1. If Haynes stayed in UCSA and did not leave for Spain, he would be in White House because he has no reasons to leave Washington D.C., and the assassination would have been impossible, because entire district was disarmed and only person who were allowed to carry firearm was only Haynes.
2. If Haynes did go to Spain, then it would only make sense that he was killed on Spanish soil, since America was anti-communist, and there were several sedition acts, etc. Then apparently, Spain receives full responsibility.

OOC: why would it make sense that the UCSA is more anti-communist? I'd say Spain would be equally hard if not harder since they just beat the Communists in a civil war and just got through attacking a Communist government for killing their President

OOC: UCSA has been growing in both economy and standard of living by practices of capitalism. Good example is Sherman Anti-Trust Act (TTL) to raise competition, etc. And dissent was 10% last turn, and that wasn't communist. Also, there are many laws that can persecute communists, and those even sharing its ideals.
