OOC: Spain brings up a good point. The details of Hayne's assassination is very vague, if not completely unclear. This brings up two points:
1. If Haynes stayed in UCSA and did not leave for Spain, he would be in White House because he has no reasons to leave Washington D.C., and the assassination would have been impossible, because entire district was disarmed and only person who were allowed to carry firearm was only Haynes.
2. If Haynes did go to Spain, then it would only make sense that he was killed on Spanish soil, since America was anti-communist, and there were several sedition acts, etc. Then apparently, Spain receives full responsibility.
