Well the only reason my dissent went down in the last few turns was rebellions in India, Hawaii, Vietnam and Cuba. Not becuase I directly worked at it.
But the best way to lower dissent would be to spend money on your people, build grand monuments, increase education, increase welfare and social security and your people will love you.
Get rid of laws that your people hate, like possibly National Security Act in the present day US. If it passes Congress the people will be furious as it violates the Constitution. So you want to avoid those kind of laws and pass population friendly laws, like Nuclear Free Bill, which prohibits the building of Nuclear power plants or weapons. Again the laws your country passes or repeals are up to you, but keep in mind what the consequences, good or bad, will be.
Also Nuke, will have orders in either tonight or early tomorrow morning.
