The terms of this haven't really been ironed out but basically invest around 10 IC per turn if your nation is at war then you can contribute a lot less or none since you are likely to have more pressing issues then technology. Germany would also like it if techs are not traded without consultation of other members of the tech group. Germany welcomes you into the tech group but you will have to be accepted by Sweden.
