I am willing to start an independent research group. The start of the group will be me finishing research on Poison Gas Defense. Everyone in the group will pay 2 IC for the tech and receive it next turn. Then we will each contribute 10% of our IC rounded up so that everyone will pay something and we will vote on the order of the techs being researched.

The Boer Republic would be willing to join a research consortium of neutral nations.

Smooth.. Rome? Why not go an play an ancient NES.. this is hardly the right timeframe to recreate the glory of Rome.

I think 10 IC is reasonable I don't think each member will mind if 1 turn out of 5 each country only contribute 5 or 6 IC so long as each member roughly contributes an even amount except if someones at war then I think most members of the fund will agree that contributions can be 0 or reduced.
