It's going to come down to a North American and European civ in the end here.
Sioux seems to be the running consensus along with Venice. However, to expand the pool I'd say...
Five Likely North American Civs
1. Sioux - Sitting Bull
2. Shawnee - Tecumseh
3. Seminole - Micanopy
4. Powhatan - Opechanacough Mangopeesomon
5. Ute - Chief Ouray
Five Likely European Civs
1. Venice - Doge Andrea Gritti
2. Serbia - Tsar Stephen Uros IV
3. The Holy Roman Empire - Charlemagne
4. Prussia - Frederick
5. Ukraine - Oleg

I just don't get why Fireaxis couldn't make an Italian civ. It's a major power that hasn't been represented in Civ. Particularly being the home of the Renaissance (Florence).
