- Declare the Day of Unity (3rd Day of Zhara (Summer), the day in which Cossacks were united) a national holiday, and hold huge feasts (sponsor them by 1 econ.) in it's name to raise moral. Let the vodka flow!
- Spread anti-Astana sentiment (the "baby-eater" routine). They have a different ethnicity and culture, so it wouldn't be too hard.
- Invest 1 econ. into mining (Ural is very rich in minerals).
- Invest 3 econ. into cavalry.
