I don't think there's any chance we won't get an African civ - the pattern of the Civ V expansions, which I expect them to follow this time, is at least one civ for each area Firaxis treats as a region (Asia, Europe, Africa, the Americas).
Don't be too surprised if Celts get deblobbed to Scotland in this game, to some of the audience kilt wearing bagpipe playing Scots are the first thing that comes to mind when they think of Celts. I know that a lot of us would think Gaul would be the sensible choice but Scotland has the advantage from the marketing point of view. A lot of stuff in V's Celts was from Scotland and in XCOM Scotland gets its own flag separate from the UK, I wouldn't be too surprised if Firaxis has an Alba-phile among their ranks.
Also, is more than a month to go before release really too close? I don't know much about these things - it's a genuine question. But working in digital publishing we are often still working on writing content the morning that the site goes live...
Actually since I dont have a Baidu account, so I can only view 5 replies at most for each post, on the post he/she leaked Zulu/celts, there are definitely more replies that I wasn’t able to view. Also I just saw in his/her earlier post hinting Zulu, another user replied “is one of the leader GH?”, to which he/she replied “How did you know that?”. So , another red herring or not, you be the judge lol.
I am reading the post, the person is allegedly working as QA, checking bugs and incorrect translation, he/she started the post on 12/01/2017 in hopes that people can bring up issues they see in the game and help with QA. He/she constantly replies and interacts with others through out the past month.
The passage you were looking at via google translate basically says he/she just finished fixing civilopedia for leaders. And then, he was like “you guys are pretty satisfied with the recent announced Cree Civ right? I am not, because there is only one civ thats the strongest - Shaka, tremble before the Zulu spears. But then again my personal favorite is still — Brave Heart”. Somebody replied “You are not afraid of losing your job for leaking this info?” To which the person replied “you guys pretty much guess this one already, so it is no secret”. I also saw this person hinted at Zulu back on 12/23 “black leader in Africa from CIV 5”. The person didnt mention anything else regarding the Celts except for brave heart
A couple more interesting things:
1. The person suspects the chinese leaks of chandraguopta and Cree are intentional, he/she said it was “probably OKed by management”
2. Adam Smith’s ability is allegedly changed to provide one govenor rank (or enabling recruitment of a new governor) and give 500 gold.
In summary, my thoughts on this are if this turns out to be fake, this person is one dedicated and calculated troll.
I'd rather they weren't, but at this point they're among the most likely. The missing bits of the map for Africa are West and Southern, making Ethiopia less likely. The popular choice for West Africa is Mali, but they'd probably be trade-focused and we've seen a lot of that this expansion. If they want to add Mali later they might want to leave that area empty, so no Ashanti, Ghana etc. Madagascar is ruled out by Tana still being a city-state, and frankly is an awkward civ TSL-wise due to Madagascar's small size (especially since it needs room to have Tsingy de Bemaraha whenever that spawns).
We've also seen the Mali time period represented (assuming Mansa Musa as the leader) by the Mongols, and they like having a range of time periods represented (of course the Zulu don't really get around this as they're broadly contemporary with the game's portrayal of the Cree).

Scotland would be a big surprise, but for me not an unwelcome one. You could give them some interesting abilities. Still, I‘m unsure what to think of this „leak“.

If it's Scotland rather than the Celts I would be thrilled! Robert the Bruce would be a better leader IMO than Wallace although for all we know "Brave Heart" is meant to allude to Scotland/the Celts and has nothing to do with the figure of Wallace being in the game or not.

But if it is Scotland it is the perfect time to have a unicorn symbol. Although if it's true I could see a Gaelic Civ like I mentioned before instead of just Scottish.
Went through that thread as well... well, the guy's info should be somewhat reliable. He spoiled Chandragupta's physique/appearance (saying he's shirtless) and hinted at Cree's UU (saying it's 100% not ranged? Or not Musketman/Pike&Shoot? Dunno how China calls the units) on December 26 Chinese time. So this was even before the teaser on Twitter.
To clarify on the "Celts" - reference to Braveheart is literally the only clue so far. The guy was hailing Shaka Zulu and then just added that "Braveheart" is still his personal favorite.
As for "isn't it too short of a timeline to still do QA?" - no it's not. And even if it was, we're talking about the gaming industry in the 21st century - where stuff gets rushed and released at ~70-80% completion and gets patched up after release (sounds familiar?)
If they release Zulu+Celts along with the Inca and someone between Ottoman and Byzantium, then I can live with that.
But if the final 4 are something like Zulu, Celts, Italy, and Georgia, then I'll need to stockpile on popcorn. You can defend Tamar as much as you want, but it won't change the fact that the general playerbase will start sharpening the pitchforks.
I have to agree this is a bit disappointing, having the Kongo instead of the Zulu was a breath of fresh air and while I think we all expected the Zulu to be added at some point I was hoping not in R&F. With the Celts in, I hope that ends the chance of Italy getting in. I have no problem with them getting in eventually but having more than two European Civs in the expansion is way too much, even for Firaxis.
The Zulus only offering Domination gameplay is part of the reason I find them less interesting than other African Civs. Domination can be fun, but it gets tiring after several games.
