Technically the Korean War never ended and just had a ceasefire so it would just be a re-ignition of the original war, but since it is so far apart from the original conflict it would make sense that it would be called it's own separate war.

What I am curious about is how China and Russia respond to the new war.
 
Well as he stated in the story, the PRC was helping the US and the South, which (given the degradation of relations between the DPRK and the PRC) is not all together unlikely in the event of an RL reigniting of the conflict. As for Russia, there's not a whole lot they could do one way or another with China fighting against the North, as that effectively seals off the whole country from outside help. Yes, Russia could try to fly or ship in aid, but then they'd piss off both the US and China, which is a rather nasty combination

Since American forces took down their arty/air, would the NKoreans use their fledgling nukes as landmines or booby traps? Provided of course they were not all neutralized.

I wouldn't put it past them. Bury a nuke in a strategic village or pass, then detonate it remotely when our forces move in. Hell, they could even use it on Pyongyang if it was close to being captured. The story seemed to imply that there was some sort political/military instability that may make it difficult for them to access and deploy their nuclear weapons.

Even so, I'd imagine securing them would be top priority for both sides. People frown upon radiation like it's the end of the world.

United Nations Response to the Korea Crisis

* Secretary-General Albert Gore, Jr. has appointed a Special Representative to Korea, in the hopes that both sides will honor a sixty-day cease-fire and attend peace talks.

Conflict imperils the lives of millions of Koreans in Seoul alone. The world has seen, over and over again, the terrible results of a rush to war -- we believe that diplomatic avenues have not yet been exhausted, and hope that both sides will attend the emergency talks.

* The Secretary General has asked the Security Council to re-authorize UN Resolution 84, regarding the status of peacekeeping forces in Korea.

* Pursuant to articles 43 and 45 of the United Nations charter, Secretary-General Albert Arnold Gore, Jr. requests that the People's Republic of China, the United States of America, the French Republic, the United Kingdom of Great Britain and Northern Ireland, and the Russian Federation attend talks for reviving the United Nations Military Staff Committee.

Canada, of course, calls for peace. Peace can be achieved without any bloodshed at all if both sides want it enough. The question is, do you want peace without blood, and how much are you willing to sacrifice for it?

For our part, we will not further the loss of life in Korea, but will dedicate all our active forces to a UN peacekeeping mission should one be called for. For the record, by peacekeeping we mean the interposition of neutral forces who will act to keep feuding parties separated.
 
The Republic of Brazil wholly supports the actions of the allied states in Korea, and looks forward to the defeat of the North Korean military regime. We must all stand up to defend freedom and liberty. Our disappointment in not being consulted in the matter of Brazilian military support for the intervention aside, we applaud its goals, and remain willing to supply Brazilian troops and materiel to its cause.
 
DECLARATION ON THE CONDUCT OF PARTIES IN THE SOUTH CHINA SEA

The Governments of the Member States of ASEAN,

REAFFIRMING their determination by a common desire and collective will to live in a region of lasting peace, security and stability.

RESPECTING the fundamental interests of ASEAN sovereignty and territorial integrity.

COGNIZANT of the need to promote cooperation, consensus and unity in the environment of the South China Sea for the enhancement of peace and stability.

COMMITTED to enhancing the principles and objectives of the 2016 Joint Statement of the Meeting of the Heads of State/Government of the Member States of ASEAN.

DESIRING to strengthen the existing bonds of regional solidarity to realise an ASEAN Community that is politically cohesive, economically integrated and united in a shared commitment to sovereignty and territorial integrity.

HEREBY DECLARE the following:

1. The Parties reaffirm their commitment to the 1982 UN Convention on the Law of the Sea, the Treaty of Amity and Cooperation in Southeast Asia;

2. The Parties concerned undertake to resolve their territorial and jurisdictional disputes by mutual consent, through friendly consultations and negotiations with the signatory parties, in accordance with the 1982 UN Convention on the Law of the Sea;

3. The Parties undertake to exercise self-restraint among the signatory parties in the conduct of activities that would complicate or escalate disputes and affect peace and stability including, among others, refraining from action of inhabiting on the presently uninhabited islands, reefs, shoals, cays, and other features and to handle their differences in a constructive manner.

4. The Parties concerned agree to enter negotiations with parties not signatory to this agreement only with the support of all other signatories to this Declaration and agree not to sign or become party to any agreement on this issue except with the mutual consent of all other parties to this Declaration.

5. The Parties undertake to respect the provisions of this Declaration and take actions consistent therewith;

6. The Parties encourage other countries to respect the principles contained in this Declaration and the territorial integrity of the signatory parties to this Declaration;

7. The Parties undertake to view any hostile act or act designed to frustrate this Declaration or to interfere with the territorial integrity of the signatory parties to be an act taken against all parties to this Declaration.
