IIRC, every 50 turns, you receive these all game long.
Why? To feel empowered with pride, compare to other nations (even though unmet) on various criteria.
This one is power: more precisely soldier count (look for "soldier" in search bar of your browser).
Don't think power is a relevant thing btw because it's bogus. Soldier count mixes potential source of power (certain acquired techs, city population, certain buildings and wonders) to raw power coming from units.
Usually I ingratefully ignore those "people's"s great work. You may be the lowest in all those pretentious lists but still crush other AI just because they're idiots.
I think it's randomly picked from a list of important historians. I remember all the way back to Civ1 (Civ2? it was the long long ago, anyway) I'd have Gibsbon tell me I sucked at tech in 3000 BC and then have Herodotus tell me I sucked at tech in 1900 AD.

I already own Civ 3 and 4 on Steam but I was thinking of picking up retail releases of them both in order to have a cd backup for if steam ever explodes / to look good on my shelf / to get the manuals and tech tree charts.
Does anyone know which of the currently available releases have full manuals etc.? I see there is a single release of "civ 3 complete plus civ 4 complete" on amazon.co.uk. That one even mentions that it may not have the full manuals in its info. What of the civ 3 complete and civ 4 complete in separate releases that amazon.co.uk sell though? Do they still have full paper manual ?
So how do you keep the city manager from reassigning your worked tiles? I can't tell you how many times I've stagnated a city at it's happy cap, only to notice a few turns later that big red frownbecause the city manager decided to change citizens from the mine to the pig

Well if it wasn't coded it could hardly be a part of the game, wouldn't it?We can look upon criteria used by AI in the game script( "if->than->else" rule. Tachy probably can answear that![]()
From my observations it is rare for an AI to offer peace by giving up a city (it is just me
) I have found that city-trade is mostly overlooked by AI and not considered a valid option in negotiations therefore I would assume that there is no hard script for it (if I'm correct anyway) Please correct me if I'm wrong
