Yes. Third promotion only needs 8 XP's for Charismatic leaders.
 
AFAIK there is a limit of 2 NW per city.
So my capital can build only one because it already has Palace? And also Forbidden Palace city? Or palaces don't count?

The Palace does not count as one of the 2 national wonders. The Forbidden Palace DOES count as one of the 2 national wonders. :)

flank attack: how does it work?
You mean the promotion? It gives you a certain bonus withdrawal chance. So, for instance, if you have Flanking I and II promotions on a Horseman, that'll add a 30% withdrawal chance to get a total of a 50% withdrawal chance. So when you go into battle with that Horseman, if you have (say) a 60% chance of winning, you'll also get a bonus 20% chance of withdrawal (half of the remaining 40%)... so you have 80% odds of your Horseman surviving the attack. :)

Math, if you have 60% chance to win it means you also have 40% chance to lose. Withdrawal kicks in when the unit is losing, so 50% withdrawal chance means it survive in half the times. 50% from that 40% chance to lose leaves you with 60% win, 20% withdrawal, 20% lose.

But you were probably asking about flanking attack, not the promotion.
If a unit that has flanking attack attacks a stack that contains siege units and survives, the siege units will take damage, possibly even get destroyed. This only works in the field, siege units in a city will not take flanking damage. I think the same is true with forts.


Hammers convert 100% to W/R/C. (forges / factories still work). Banks and libraries do not further modify the value. So building wealth / research is good in high production cities with no multiplier buildings.

A unit either wins, loses, or withdraws, when it attacks. If it wins, the other unit dies. If it loses, it itself dies. If it withdraws, neither unit dies.

Essentially when a unit withdraws, is it as if it has marginally escaped being wiped out.
 
Also note that withdrawing does NOT earn the defender any experience, it awards the unit that has withdrawn 1 xp point.

I guess it is a useful skill if you are in combat situation with odds around 50%. If your unit withdraws you have a second chance to fight again or leave..

Withdrawal is also useful for attacking cities without siege. Your first few attackers are unlikely to win, but if you give them Flanking II, they have decent odds of surviving, and they'll have weakened the defenders so that your followup attackers can win.

To elaborate on Sisiutil's response above, BUG adds (among many other things) buttons to select only the uninjured, injured, pending promotion, or a few other things for a selected stack. Definitely worth installing.
