The local government has decided to establish a legal presumption on people of a theoretically high patrimonial position, that they all have servants and will be taxed have social charges deducted for that. Of course, that applies to even the poor, as with +20% annual inflation and parameters that haven't been revised since 2007 anyone can get such an income as defined by the present ruling.
