Well, I could make the argument that keeping us down at all could make the game, if not unwinnable, then extremely difficult.
Victory Conditions
Time: Highest score at the end of the game.
Diplomatic Victory: AP or UN
Space: Get the Space Ship to Alpha Centauri first.
Domination: Control 2/3 of the world's land mass.
Conquest: Eliminate or vassalize every rival civ.
Cultural: Bring 3 cities to Legendary cultural status.
Cultural is right out, mainly because we have not been building towards that, and it's really too late to start, I think.
Conquest is extremely unlikely, given the condition of our military, and other factors.
Domination is more likely than Conquest, but there is a LOT of land to take. Given the fact that we're about 200 turns in, and do not control all of Europe, it's a late start for this one.
Space is doable, if we can get ahead in tech, and stay ahead. But we're lagging.
Diplomacy is very unlikely. AP is close to impossible, especially since we'd have to get missionaries across the oceans. UN... very unlikely. We'd probably want to grow much larger to increase our voting power, anyway.
Score. Most boring way to win, but also the easiest. Basically, get a lot of cities, and get them very large. If we went this way, we might as well seek Domination.
Honestly, in a normal game, I'd say that we should consider which victory condition to start pursuing, but this isn't a normal game. I suppose we may just want to hope that we fall into one, or aim for Space or Score. Personally, Domination/Conquest would be the most fun.... In any case, getting a victory requires gaining momentum and keeping it. If we get knocked down too often, it could be hard to maintain that momentum.
