Rebel NES: New York Under Siege

FYI, a custom background idea I had was "Newscaster", which would be the air version of person of the sea. Start with a helicopter and pad. Not sure if EQ wants to give out that many credits worth of free stuff, but volunteering that

Original draft of the rules did have "Pilot" as a background which would include a light helicopter and pad. As you pointed out, however, the credit cost is a bit more expensive, totaling 11,000 credits, which are actually immobile when compared to other options. The "Journalist" option sounds like it could be interesting, offering a "Radio Transmitter" structure for free, which doubles the amount of civilians you get for 1 Legitimacy and provides +1 Legitimacy per turn. I would be interested to hear any thoughts on this background and new proposed structure.

OOC: I love rules and game design discussions!

I feel as a starting piece of equipment that's also very strong. If the +1 legitimacy is used to recruit every turn, that would give +10 civilians per turn - equivalent of 100 credits worth of recruitment. Now, compared to the politician they get a block of 20 legitimacy, which would indeed take 20 turns to catch up to (or 10 turns worth of recruitment to match). However, radio transmitters also offer other capabilities. (then again, same way a politician can have access to other opportunities)

If it is too strong, maybe it also gets the +1 notoriety/turn like the helipad does? I'm not convinced that it is strong enough to merit that though.

I would admit I am considering finding and attacking/commandeering a radio tower during my resistance. Specifically I want to hijack the Soviet Airwaves for a few minutes to send a very important message. (Government of the proletariat, for the proletariat, and by the proletariat!)

Question on the setting - how developed is the internet and social media in this timeline? OTL the tech bubble helped the rapid expansion of internet and computer use to the general population - and the Soviets wouldn't have a bubble/rapid integration in such a way. So would it be public policy to spread out potentally dangerous rapid and mass communication devices? Probably not? Then it goes would a fallen USA be able to support a technology boom? On one hand, there would be a lot less capital and stability. On the other hand, technology could be a question of comparative advantage among the states, and perhaps NYC is one place with a competitive advantage in development and distribution pre-soviets?

Can I attempt to hack the soviets with my computer lab? #AmericansHackedThe PolitiburoAppointments #WeAreAnonymous #FakePravdas

Yeah, if the transmitter gained +1 Notoriety per turn that should be a reasonable balance. Alternatively you receive +1 Notoriety whenever you recruit another 10 civilians using it (representing weeding out possible informers which are more of a risk when recruiting in such a public manner.)

I'm assuming technology is roughly close to 1980s level technology in the United States for a typical household, much as most Russian households are multiple decades behind the average American household in our world. There is no Internet as we know it, but there are connected computer systems, of which top-end stuff is roughly equal to the 1990s. These systems are purely reserved for government usage, and there is no free and fair use. There are arcades, but no home video gaming. "Hackers" simply latch onto the government systems, and communicate under the official communications between networks. Cell phones do exist, but we're essentially assuming bricks that are used as phone, nothing more, and they're uncommon outside of the government. Landlines and payphones are still common and connected throughout the NYC area. Radio and Television have only one official station each under Soviet rule, though of course there were more prior to the occupation.

I will point that New York City was still the most prosperous and advanced city in the United States before the occupation. So, I hope that illustrates the dire situations most other American states and cities were in.

Overall, however, I only wish to provide a basic outline for the world, and I request that beyond anything I directly say, that you all fill in the blanks yourselves, as that's what I hope will make this an NES rather than only a forum game.

If USA and Russia flipped realtively speaking, would other countries flip too?

Like, China is the world's epicenter for electronics (especialky video games) and its form of animation is taking the world by fire, while Japan is practicing "capitalism with Japanese characteristics", perhaps with a brutal crackdown of ainu or other minorities?

while Japan is practicing "capitalism with Japanese characteristics", perhaps with a brutal crackdown of ainu or other minorities?

So, about same as otl then. sarcasm but not really.

Oh you know, the usual. Germany is reunited after the collapse of the dollar/markets leads to Greek-esque riots in West Germany. France sucks up hard to the eastern bloc while England remains aloof. Scandinavia is allowed to remain free so long as they sell their oil/access to the growing Soviet navy and continue down their unique brand of socialism. The inefficiencies of unrestrained capitalism is shown full force in the 1970s stagflation, where immense amounts of wealth essentially went up in flames. The only salvation for the American Way of Life was the community, the small town, where sharing and cooperation shows the true path to the future. Capitalism has failed America, not America has failed capitalism. If the workers of America can raise up, and overthrow our corrupt masters and forge a government of the proletariat, for the proletariat, and by the proletariat, then once more can we reclaim the promise of America that once was and what could be! (semi-IC :p non-canon! :p) (I guess I'll fill in the blanks with stories then, after the update)

The American Commune

Available Opportunities
Spoiler :

Our informants have brought us information about a woman at the famous Tunt Manor off of Washington Park who may have valuable intelligence for the cause. If we could extract her from the manor without arousing the suspicion of probable KGB watchers, we could learn of an important lead in the fight against the Soviets.
Enemy Strength: ???
Reward: Unknown
Risks: Unknown

A small group of Soviet soldiers from the Holland Tunnel east checkpoint have wandered close to our base and away from any escorts or support. These isolated soldiers could make an easy target for our resistance fighters.
Enemy Strength: 10 Recruits
Reward: None
Risks: None

The All-Americans
The All-Americans have had another major success as the Soviets were sent reeling under a heavy attack. A patrol was ambushed by explosives and sniper fire so quickly that the Soviets were not able to get off a shot before all were killed. The two Soviet IMVs were taken intact, allowing them to be seized along with the Soviet ammunition. (-25 Ammunition, -1 Explosives; +20 Ammunition, +10 Assault Rifles)

The elite performance of these former soldiers was demonstrated yet again when the Americans struck a Soviet prisoner convoy, liberating some of their former comrades. Using disguised explosives and devices, the Soviets were caught completely off-guard and once more barely had the chance to fire off more than a handful of shots. The American prisoners were rescued and joined the ranks of the rebellion. The Soviet soldiers were looted thoroughly by the surrounding population, and when reinforcements finally arrived, too late, they found only charred vehicles and corpses. (-2 Explosives, -25 Ammunition; +20 Ammunition, +7 Assault Rifles, +10 Regulars; 15 Regulars upgraded to Veterans)

The All-Americans, fearing repercussions for their recent activity moved their base of operations, heading into the South Mountain Reserve to elude Soviet pursuit. Unfortunately, a number of soldiers did not survive the travel, having been wounded in the previous month’s fighting. (-5 Regulars, -4 Notoriety)

Available Opportunities
Spoiler :

Our old base has been discovered and the Soviets have sent a tank and support soldiers pursuing us. While it is unlikely they will find us, they could still find clues that render our movement meaningless.
Enemy Strength: 20 Regulars, 1 Light Tank
Rewards: None
Risks: +5 Notoriety if they survive the turn

The Blue Eagles
The Blue Eagles had an inauspicious start to their campaign as a resistance movement. An attack was launched upon Soviet forces at the Chinese Museum. Unfortunately, the Soviet garrison was able to repulse the attack and inflict heavy casualties upon the attacking fighters. Reinforcements in the form of armored vehicles quickly came down the road and forced the rebels to retreat. (-4 Civilians, 8 Civilians wounded, -3 Pistols, +1 Notoriety; 21 Civilians upgraded to Recruits)

Available Opportunities
Spoiler :

We have learned of a large shipment of ammunition being transported by truck to the Williamsburg bridge, with only a light local escort. Seizing this ammunition could significantly help our cause.
Enemy Strength: 15 Recruits, 2 IMVs
Rewards: Ammunition
Risks: Possibility of Collateral Damage (+2 Notoriety)

We have also learned that the shipment originated at a shack in Bellvue South Park. There appears to be more ammunition there waiting to be shipped out shortly.
Enemy Strength: 10 Regulars
Rewards: Ammunition
Risks: None

The Eradicators
The Eradicators have struck their first blow against the Soviet occupiers with a strike upon a stalled fuel truck. While originally it was intended to be a somewhat peaceful robbery without death or violence, things took a turn for the worse when none of the Russians spoke any English. A gunfight ensued, killing one of the resistance fighters, but thankfully the tanker itself was kept intact, and the fighters drained everything they could carry before blowing up the tank. (-1 Civilian, -5 Ammunition; 14 Civilians upgraded to Recruits, +5 Assault Rifles, +28 Fuel)

An open attack was launched upon the Mt. Zion Baptist Church, wherein a group of Eradicators swarmed the Soviet defenders in a brief but brutal firefight that killed the Russians, and wounded a couple of the resistance fighters. A collaborating priest was executed for his crimes in abandoning the American way. (-5 Ammunition, 2 Recruits wounded; 15 Civilians upgraded to Recruits, +5 Assault Rifles, +1 Legitimacy, +1 Notoriety)

Available Opportunities
Spoiler :

We have gained word of the Soviets establishing an explosives depot near the Hillside Facility train yard. They are using an old warehouse to keep these high powered rounds and devices safe from the resistance. Obtaining them would help power the liberation.
Enemy Strength: 10 Recruits, 1 APC
Rewards: Explosives
Risks: None

A Soviet force has arrived nearby, investigating our attack on Mt. Zion. They are alert and well-equipped, and if allowed to proceed, could discover more about our organization.
Enemy Strength: 15 Recruits, 3 IMVs
Rewards: None
Risks: +2 Notoriety if they survive the turn

Galaxy News Network

Available Opportunities
Spoiler :

The KGB has set up a shop in an old drug store just up River Road from our location. We believe that they may be holding a prominent American military commander at this location. If so, rescuing him could be a major coup for the resistance.
Enemy Strength: 10 Regulars
Rewards: ???
Risks: None

The teachers at the nearby Memorial High School have been said to be extremely pro-Soviet in their viewpoints and are doing their best to indoctrinate students to the communist line of thought. We have received word that a teacher conference is being held without any students present. Several Soviet guards are said to be working with them to further enhance the curriculum. Killing these collaborators would make a strong statement against any educators working with the Soviets.
Enemy Strength: 5 Recruits
Rewards: +2 Legitimacy
Risks: +3 Notoriety

The Hellions
The Hellions struck at a new Soviet fueling pier on the Hudson River. They managed to catch the Soviets off guard, but unfortunately, failed to prevent some of the marines from using the boat’s heavy machine gun. Multiple fighters were killed and others were wounded before the last Soviet lay dead. The resistance fighters were able to pry the gun off of the vessel and take some of the fuel from the dock before detonating charges as Soviet assault helicopters arrived to investigate. (-2 Civilians, -2 Recruits, 4 Recruits wounded, -8 Ammunition; +22 Fuel, +3 Assault Rifles, +1 Heavy Machine Gun, 2 Civilians upgraded to Recruits)

A pair of scouts investigated the feared Trump Tower, the harshest internment camp for American POWs in the Greater New York area. It has been said that some Americans freely jump to their deaths from the highest points of the tower rather than continue the regimens prepared by the Soviet interrogators. Fifth and Fifty-Sixth are constantly patrolled by armored Soviet vehicles, and it is rumored that the tower’s namesake is relentlessly pissed upon and sodomized by a rather enthusiastic KGB interrogator known only as the “Gray Cardinal.” Sadly a handful more of the New York National Guard were added to this feared complex when they were rousted from a sympathizer household in Manhattan. The sympathizers were executed for their crime.

Available Opportunities
Spoiler :

The Soviets have sent a patrol in force in our direction due to our recent activity. They are isolated in the back alleys and roadways, and we may have a chance for ambush late at night. This will eliminate a possible threat to our headquarters.
Enemy Strength: 15 Recruits, 3 IMVs
Reward: None
Risk: +2 Notoriety if they survive the turn

While Trump Tower is too well defended for any hope of an assault to succeed, we may at least be able to send a message of hope to those imprisoned inside. A neighboring art gallery has been closed since the occupation as the treasures inside have been shipped off to Europe for “safe-keeping.” Only a skeleton crew mans the facility, and could be overpowered to allow us to fly the American flag on the rooftop to inspire hope for the prisoners.
Enemy Strength: 5 Regulars
Reward: +1 Legitimacy
Risk: If the action is too long or loud, massive reinforcements could be sent in from Trump Tower

The Soviets have set up a small armory in a child’s playground in Central Park. We don’t know what sort of weapons they have inside, but it is likely used as an emergency supplement for the forces at Trump Tower. These guns could be extremely useful to our cause.
Enemy Strength: 10 Regulars
Reward: Weapons
Risk: None

Poseidon’s Revenge
The people of Poseidon’s Revenge scored big this month, as a Soviet ammunition barge has gone completely missing from the river. According to reports, the rebels boarded the barge near the inlet and quietly and quickly eliminate the Soviet Marines guarding them. As it turns out, two of the guards actually defected to the rebels, having been born in England and conscripted into the Soviet army. The entire barge was quietly redirected to rebel docks, and completely unloaded of its stock. The barge was sent floating back into the Atlantic where it was allegedly recovered by the Soviet Navy. (+10 Assault Rifles, +1,720 Ammunition, +2 Regulars)

The rebel group had a more ambiguous success further inland on Staten Island as they struck at a Soviet patrol investigating last month’s handiwork. What was to be a quick ambush turned into a bitter firefight between the two parties as the Soviets held out for reinforcements that never came. Multiple fighters were left dead and wounded, while the Soviets were wiped out to a man. Their weapons were recovered and returned to base. (-3 Civilians, 3 Recruits wounded, -20 Ammunition; +9 Assault Rifles)

Available Opportunities
Spoiler :

The Soviets have established a storage facility for explosives in a shack in Jones Woods Park, and they are keeping it guarded by Marines who remain trigger happy and alert. Seizing this arsenal could provide us with the booms we need to gain the upper hand.
Enemy Strength: 15 Regulars
Rewards: Explosives
Risks: None

A Red fuel truck has been spotted with an escort headed northeast on Victory Road. If we stopped this vehicle and unloaded it, we could obtain some gas to help fuel our efforts in our campaign.
Enemy Strength: 25 Recruits, 5 IMVs
Rewards: Fuel
Risks: None

The Red Dusk
Soviet authorities discovered an attempt to kill soldiers monitoring the protests at Seton Hall University. Explosives were seen to have been planted by rogue maintenance staff who were later arrested and detained, known to be working for the organization called the Red Dusk. The ensuing protests were cancelled and various ringleaders were sought for questioning, though most have disappeared from their classes. The explosives that were used were seized and stored by Soviet authorities. (-5 Civilians, -15 Explosives, -15 Fuel)

The Red Dusk faced further defeat when attacking a planned Girl Scout camp out the outskirts of the South Mountain Reserve. Soviet guards were at first eliminated, but they soon rallied and managed to hold back the attacks until reinforcements arrived by helicopter. The Red Dusk fled back into the woods, having only inflicted moderate casualties. (-4 Recruits, 2 Recruits wounded, -30 Ammunition)

Available Opportunities
Spoiler :

The attack on the Girl Scout camp has caused more patrols in the local area. We have a chance to strike at an isolated patrol group along some quiet suburban roads just outside the main city.
Enemy Strength: 20 Recruits, 4 IMVs
Rewards: None
Risks: None

A train carrying ammunition from plants further west has been stopped on the tracks directly to our south. They are awaiting the arrival of engineers to get the train moving again and have left it only lightly guarded. We have a chance to gather a good amount of ammo if we choose to strike.
Enemy Strength: 10 Recruits
Rewards: Ammunition
Risks: None

I left out a few bridges out of Manhattan. This has been corrected with relevant Soviet checkpoints added to the proper positions controlling access.

Honestly? Nothing would amuse me more, but I will be happy to leave that sort of world building to all of you, with of course the right to step in if things go a little too off the rocker. All that I’ll be dictating is what is going on here in New York City’s background and information.

Holy hell wasn't expecting that, legit did a spit take.

@EQandcivfanatic Heads-up that Hellions are missing the stolen fuel in the stats. Also, if it's not too annoying, do you think you could put some of the resources/buildings/weapons list in the OP in spoilers? Scrolling through everything on mobile right now is a bit of a pain.

Actions
5 Recruits and 5 civilians with 2 assault rifles and 8 pistols go to the art museum. They are to try to take the soviets by surprise and melee them silently if possible. Fly the flag, grab any captured goods, get the hell out of there before the Trump buggerer can get his boys over.

10 Recruits armed with 1 explosive, 5 assault rifles, 1 hmg and 4 pistols head to Central Park. They are to ambush the soviets with heavy machine gun and rifle fire and a well placed explosive (note: only if the soviets are clear of the weapons depot, if there's a risk of setting that off, don't use the bomb). As always, grab whatever isn't pinned down and run like hell.

We would be interested, but we cannot make it to any coastal locations this month. When our transportation capacities are improved we would be interested in buying some of your ammo.

Eradicators:

Spending:

-150 Credits for 15 Civilians
-80 Credits for 2 Medicine
-30 Credits for 30 Ammo
-150 Credits for 3 Explosives

Operations:

Mission One (Explosive Depot):
7 Recruits and 15 Civilians, all armed with Pistols, will attack the Explosives Depot. The squad will wait until the APC has been turned off before making the attack. Securing the APC is paramount for the mission, it will be nearly impossible to hold the facility or secure our escape without taking it off the hands of the Ruskies. Once the facility is secured, the squad will fill the APC with explosives, drop the explosives back at the base and then sell the APC on the black market. This squad will bring along nine units of fuel (if that isn't too much to carry) in case the Ruskies didn't fill up the APC with enough gas to make the trip. If the Ruskies secure the APC before we get a chance to, just leg it. There is literally no point trying to secure the facility with pistols if they have an active APC.

Mission Two (Mt Zion Patrol): This will be the Eradicator's toughest fight yet and one of its' most important, IMVs are nothing to laugh at but we can't afford the Ruskies obtaining the location of our base. We have secured explosives on the black market to even out the odds. Zachary Schaffhauser will lead a squad of 20 Recruits, 10 armed with Carbines and 10 armed with Assault Rifles. The squad will prepare an ambush at a tactically convenient location and leave cleverly disguised explosives on the ground and rig them to explode as the IMVs drive over them. Then the squad will pick the surviving soldiers off with gunfire. This will probably ruin most of the equipment we could salvage from the Ruskies, but hopefully there might be something we can salvage to sell on the black market. Those IMVs will tear through our squad if they are allowed to be used freely, so we have to take them down.

Spoiler Mission 1 - Red Guard Misdirection :
Mission 1 - The Red Guard Misdirection

Steven Wozniak and Josephine Williams will establish a false paramilitary organization known as The Red Guard (Or to fit the classic society overlong names, The Revolutionary Red Guard of the New York Soviet) with 10 civilians. 5 male and 5 female. The 100 credits will be spent on creating uniforms, documentation, and bribery necessary to make this seem legitimate enough. The end goal should be a mixture of Boy/Girl scouts at the eagle level, a bible reading group except for Communist text, and a political club.

They’ll start doing “Gun Drives” in support of the Soviet clause, going door to door to petition for funding and recruitment to the Red Guard as well as to collect weapons and ammunition. Additionally, hopefully this will help us get information on collaborators. There will be 2 groups of 5 civilians (men and women) and we would be asked to be invited in for documentation and stuff. For old times sake we might even sell girl scout cookies and boy scout popcorn as well (depending on if we have enough funding). We will do this for a week at various locations “after class” in the evening to set up a pattern as well as to deflect suspicions or end operations if we prove to be too suspicious. We will fudge the data so we (as in the red guard) will turn in “all” of the weapons they’ve collected. In reality, we will retain a significant amount of equipment acquired.

When we get to Tunt Manor we will try to pass messages through various means that they should let us (the Girls Guards) in. Once inside, we have several choices of action.

  1. Our contact exchanges uniforms with the scout closest to her body type. In the evening the switch is less noticeable and we will visit a few more locations after Tunt Manor. The scout would arrange disappearance or departure on her own or with the help of the contact.

  2. We merely exchange information and be on our way.

  3. If we made a habit of recruiting door to door, have the contact pose as a recruit.

Continue the “Gun Drives” after the extraction to continue to deflect suspicion, as well as gather funds and equipment and increase the Red Guard’s legitimacy in the eyes of our Soviet Overlords.

Note: As students of my class they should be well verses in communist ideology in general, and soviet talking points in particular.

Spoiler Mission 2: Test Drive :
Mission 2 - Test Drive

10 Civilians with 5 Carbines and 5 Shotguns would shadow the 10 Recruits who wandered near our base. They would determine close up if they would make this a hot operation or keep it a practice mission. If it turns hot, The Carbineers move ahead onto fire escapes or rooftops to being sniping on signal, and 2 of the Shotguns would attempt to look inconspicious (sawed off) and opening with several close range blasts before increasing range and spreading out after the first salvo. Keep the fight fast and relatively close ranged, and shotgun the head off their corpses before escaping with their stuffs.

Spoiler Mission 3 : Cyberinfiltration :
Mission 3 - Cyberinfiltration

5 Civilians with 100 Credits will begin working to create false identities, documentation, fake news/reports, to seed Soviet Information Networks. Additionally, look to create viruses, trojan horses, information taps as well. The end goal is to either infiltrate the SIN so we can have greater intel and can cause damage to their intel, or conduct preparations and scouting necessary to access a SIN node upon which we will upload our “friendly additions.”

As always, participating in extracurricular class related activities may entitle you to extra credit.

From Professor Goldstein,

Ah yes, my lesson plans do indicate that I need to acquire some ammunition of variety for... academic purposes. We would like to receive them by the Hudson. Would 25 Supplies for 300 Ammunition be acceptable?

(10 credits buys 1 supply sells for 5 credits, 10 credits buys 10 ammo sells for 5 credits. I'm offering 125 credits (sale value) of supplies for 300 credits (purchase value) of ammo on my side, and for you it's 250 credits of supplies (purchase value) for 150 credits of ammo (sale value)

The Soviet grasp must be loosened at the barrel of a gun. Unfortunately, such a transaction does not appear to be in the cards at this time due to a pesky thing known as physical distance. Faction Name: 79th Precinct
Leader Name: Capt. Jimmy O'Toole
Background Trait: Law Enforcement
Starting Location: Bedford-Stuyvesant, Brooklyn
Background: As the Soviet forces moved in, certain members of the 79th Police Precinct knew that they didn't stand a chance. Faced with overwhelming odds, Captain Jimmy O'Toole and other members of the SWAT team took what equipment they could, doctored the precinct's files and hid away, waiting for a time to strike back.

The Blue Eagles

-24 Supplies to turn into medicine
-Use medicine to heal our wounded recruits
-We're going to pass on both of these opportunities; instead I want our scouts to look for supply dumps that we might be able to raid
-We're also going to use 10 supplies to convert into methamphetamine, and look for opportunities to sell said drugs for a nice profit.

Eagles out!
