I started my idea with keeping the Combined Statistical Areas each in their own state. Then merging stuff where CSAs are too small, to bring the total back to 50.
I ended up with the following sets in the North East:
State of New England (Capital: Boston)
Other Major cities: Providence, Manchester, Concord.
State of Maine (Capital: Portland)
Other major cities: Bangor, Augusta.
I tried various combinations of merging this one down into New England, but short of a single state covering all New England, none of them felt right.
State of Connecticut (Capital: Hartford)
Other major cities: Springfield
Territory: the Connecticut valley except its northernmost parts (North-East Kingdom in VT and northernmost NH county).
The smallest of the new state, but I felt Hartford deserved to be more than a satellite to either New York or Boston.
State of Champlain (Capital: Albany)
Other major cities: Burlington, Bennington
Essentially the Albany CSA plus most of Vermont and the Adirondacks. I went with expanding Albany this way instead of west because i felt Buffalo deserved its own state.
State of Niagara (Capital: Buffalo)
Other major cities: Rochester, Syracuse, Williamsport, Wilkes-Barre
Essentially western New York plus northern Pennsylvania.
State of Erie (capital: Pittsburgh)
Other major cities: Cleveland, Sandusky, Erie, State College
Capital could alternative be Cleveland, but I couldn't think of a legitimate way to split the two of them in different states.
State of New Sweden/Paradoxia (Capital: Philadelphia)
Other major cities: Dover, Trenton, Harrisburg)
Originally I had Harrisburg marked to get its own state stretching along the Appalachians, but the results just weren't really satisfactory.
State of Potomac (Capital: Baltimore)
Other major cities: Alexandria,
The standard Washimore state (although DC proper remain distinct), but stretchd a bit to include more of northern Virginia especially in the Shenandoah.
Still working on the rest they're the parts of the states I'm even lousier at.
