let me say that this is a nice layout of SE Asia. couple of things that struck me as i flipped through the .biq in the editor:
only 1 city for the americans?!?! at least 4. maybe I, II, III, IV Corps since they were the 4 different military/administrative districts for the us. I Corp (prounounced 'eye' Corp...2 corp, 3 and so on) was in the north part of s vietnam and saw a ton of action, before and after the Tet Offensive.
where's the ho chi minh trail? this should definitely be incorporated into the scenario. it was n vietnam's main artery both militarily and subversive/infiltration. add vp locales and you have the ai guarding them as long as they can.
i noticed the 2 fortresses west of saigon. but there could be more especially north west of saigon inbetween suay rieng and loc ninh (Iron Triangle?). if i recall correctly, this was the nlf (natl liberation front) headquarters. this begs the question of seperate n vietnamese commie factions: nva/nlf/vietcong. though the 3 had a somewhat contentious relationship, they were in theory all alligned.
re map/terrain: more jungle/flood plains around and along the mekong delta. also, there must be a 'rice' resource somewhere on cfc. no?
no nlf infantry/soldier?
all civs can build tactical nukes? no. us, china and that's probably it. some other units that all civs can build: sub, radar art., battleship, bomber, jet. maybe add 'naval mine' b/c hai phong was loaded w/ them during the war.
improvement/wonder ideas: Buddhist temple, church (Catholic)
wonders: military academy be much, much harder to build and have it produce some sort of top end unit every 15-20 turns or so. i know for a fact that us forces overall (esp. the army) were desperately lacking in qualified and competent officers during the war. some have even said that this is why the americans 'lost' the war. it's hard to say. but ARVN officers were even worse. corruption, desertion. you name it.
wonder: tunnel digging

really. have you ever seen what those tough little buggers dug? absolutley amazing!
sm wonders: battlefield communications (radio comm.) and MedEvac. not sure how to reward for this. but it saved thousands and thousands of american lives.
these are just thoughts guys...nothing critical. finding the balance between all of these countries will be the hardest thing to do.
