I've taken France (under Catherine though) to SV before. 20% production to wonders gives you an advantage to Oxford, Big Ben, Ruhr etc. for more science, gold, and production. If you are suzerain of some scientific city states, you also got the bonus towards building Kilwa, which is even more science. If Babylon is in the game, that's science from your great works of writing. So it's definitely contingent on some factors in your game, and certainly not the best leader for scientific victory, but she at least has those tricks that can help her.
