8. Eleanor/France [12] (11+1) I don't think it's really fair that she is at risk of going out first. I've taken France (under Catherine though) to SV before. 20% production to wonders gives you an advantage to Oxford, Big Ben, Ruhr etc. for more science, gold, and production. If you are suzerain of some scientific city states, you also got the bonus towards building Kilwa, which is even more science. If Babylon is in the game, that's science from your great works of writing. So it's definitely contingent on some factors in your game, and certainly not the best leader for scientific victory, but she at least has those tricks that can help her.

39. Shaka/Zulu [14] = 17 - 3 Strictly war orientated. As mentioned taking cities makes everything easier, but can a civ like this do it with an isolated start? While nothing is stopping you from getting a SV, it won't be impressive.

34. Qin Shi Huang/China [21] = 20+1 Do you hate shelling out top beaker for technologies? Introducing Dynastic Cycles! Cutting edge tech can cost you thousands! Don't be a sucker - switch to Qin today and get 25% more with every eureka! And if you order in the next 15 minutes, we'll throw in a complimentary builder charge! 1-800-BUY-QIN!!
But seriously, it nets out to 20% faster tech rate on anything you get eurekas for, which is many if not most techs and civics. It's an understated boost that just works.

9. Eleanor/England [18] (17+1) What I’m going to say here goes for Victoria as well. England is fantastic at science victories. WoW gives you massive coal yields, necessary for coal plants, which have the best production yield of all power plants. Only Germany rivals England’s production.
The easy access to power supercharges all of England’s factories and science labs also through WoW, giving you a mid-late game catapult towards space.
Normally, this would come at risk of flooding, but England has that covered with cheap and efficient engineers who can build flood walls faster than anyone, and it means you can use global warming offensively to stall out coastal cities of opponents without war. Those engineers will also help building more aqueducts, canals, and dams to juice your IZs (and coal plants) even farther.
Cheap coal and iron also mean you can have abundant railroads, giving you easy movement for builders to rush launches with Royal Academy.

45. Wilfrid Laurier/Canada [13] (12+1) I don’t see how you can argue they have no bonuses when they have an outright production bonus on tundra and snow, and enough other bonuses to those terrains to make them able to take better advantage of mountains or geothermal adjacencies there. Besides the direct production, there’s the production saved by not being at war. Also, besides Russia, no one but Canada is in a better position to get Amundsen-Scott. This may not be everyone’s meta, but it is something. There are Civs here that actually have no bonuses to SV. Faith may help with a SV, but how does it help on Deity when you’re using all of it to keep your religion alive or buying units so you don’t get overrun.

All Korea's science bonuses aren't going to help much if she spawns with Monty and his hoards of Eagle Warriors on her doorstep, and while everyone else is spending their early turns training and replacing troops, Wilfred's just laughing and setting up his campuses. He's certainly not the best at SV or even in the top half, but downvoted already? Nah.

14. Gitarja/Indonesia [21] = 20 + 1 - The ability to do science with Gitarja has augmented quite a lot in the past months. Since last patch: better adjacencies (special ability + reef), better production in coastal cities. She probably is not as fast to win as others, but she can reliably get quite a good science output. Downside though, less land so less mines, so can still be lacking production end game.

45. Wilfrid Laurier/Canada [8] (11-3) Just appalling, benefits on tundra aree like sugar on rhubarb. Cannot surprise war, cannot attack CS, playing on prince is fine but with SV you need 10+ cities to do well and nowadays you just get crowded out unless you can do something about it. At least with Faith you do not need a religion and you do get a lot of faith, a real decent benefit with monumentality, one of the most OP mechanics in the game. I have won an SV with Wilfred on Immortal and that win put me off doing another SV with him.

45. Wilfrid Laurier/Canada [10] (9+1) Being immune to war is a big SV bonus. I can spend my production on Settlers, workers, or Campuses instead of units or walls. Getting more production than other Civs is a SV bonus. Tundra is as good as plains for Canada, even more so with Goddess of the Hunt. To the CS point, how can you give points for a SV to one Civ because how amazing they are at getting suzerain bonuses (which for SV, are very limited), and take away points because another Civ can't conquer CSs? Are CSs good for SV or not? To the point about religion, nothing is stopping you as Canada from building a bunch of holy sites to benefit from Monumentality, in fact tundra bias makes Dance of the Auroras more viable. The only difference between Canada and a religious Civ is that if Canada does this, they don't have to worry that they'll get overrun after sinking a bunch of production into this instead of units for defence.

2. Amanitore/Nubia [20]
3. Catherine/France [18] (17+1) Why bother building campuses when you can just steal your way? Spies are useful for both offense and defense in science victory. Nothing is more annoying than trying to launch your rocket when an IZ gets sabotaged and it will take another 5 more turns than expected. Catherine has enough spies to be wreaking havok on opponents through sabotage of rockets, IZs, and dams, and still have some left over to defend her own.

Who is best at domination victory? The guy who has a leg up on conquering everything.
Who is best at diplomatic victory? The guy who can conquer everything.
Who is best at scientific victory? Obviously the guy who can conquer everything.
Who is best at cultural victory? Definitely the guy who can conquer everything.
Who is best at religious victory? Clearly and without question the guy who can conquer everything.

I guess when you have a hammer everything is a nail, but uh... not everyone wants to play that way.

No, and that absolutely matters.
