I am happy with nerfing- I think rock bands are far too powerful a force for cultural victories, and should be supplemental to wonders, great works, and parks instead. These changes don't make that happen, but they at least move us in that direction.
I personally would have liked even harsher treatment, though I am probably a bit of an outlier.

I appreciate you don't mean "world builder" when you say modding, but I still think it's unfair to not count world builder updates in this regard. They're modding tools, and likely one of the most user-friendly and important tools for these kinds of games.Still not a single word for modding.

a lot of shakespeare's plays are set in italy... especially in the republic of Venice, like othello, romeo and juliet, two gentlemen in verona, the merchant of venice. also if i reckon correctly, in the tempest there's the duke of milan and the viceroy of naples... so perhaps this is the hint?Glad I'm not the only one who noticed.

New civs in an update patch are beyond rare. If they were announcing new DLC I'd say Venice for sure but an update patch is more likely to have a new mechanic vs a civ. Tbf, if there hadnt been the mask, I probably wouldnt have thought of Hamlet.^^I have a hard time seeing the skull associated specifically with Hamlet. It's a universal cultural symbol. You could easily associate it with Mesoamerican cultures or (when piled up) with Timurids.
