The Plan:
  • Items in the current working Codes will be accepted as active standards until replaced en mass by the Code of Law and Code of Standards.
  • The Senior At-Large Council will become the Chief Justice. The At-Large Council will become either the Public Defendant or the Judge Advocate (Council member's choice to whichever position he's more comfortable with).
  • The position of Provincial Governor of the capital province and the remaining judicial position will be filled according to the new standards.

The major concern over immediate implementation of the new Constitution was that we had no framework of laws for the game and that we would not be able to self govern with only the articles of the Constitution.

This plan addresses that concern by adopting the current working copy of our Laws and Standards as standards under the new Constitution. Work will continue on the Laws (we are mighty close already) and they will be adopted en mass when they're ready.
 
Another point to be added:
How are standards changed? I only by government without citizen vote, then i still have to vote no. If only with citizen-vote, then i will vote yes.
 
Version 1.10? Hold on. I haven't read the new one.

Citizen vote determines laws, which overrule standards.

You have my personal promise that if citizen opinion runs contrary to a standard and for whatever reason the citizens can't pass a law to counter said standard, I, as ex-Senior-At-Large Council will champion said standard change in the Council using whatever weight my experience and blackmail skills can bring to bear and also with much gnashing of teeth.
 
@shaitan: this could make possible removal of an "old" rule which is a standard then and with this build a "law free" zone until citizenry makes a new law. the law-making will worst case take 1 week, so the executive may enforce removal of an "old" rule without citizen approval for one week, which may be misused.

I suppose that is technically possible. I just don't think it's a very realistic scenario. That would require the collusion of a majority of the leaders (who were elected by the citizens) with the intent of commiting this obvious unpopular action.

Ahhh. Time is beer:30 at the begining of a four day weekend celebrating independence, I've got my feet up, and I'm reading the well written Constitution of Phoenatica along with the yet to be adopted laws and standards. Life is good. I vote yes.

Ironically, the new constitution supported in this poll, would invalidate a similar turnout in the future.

That really is funny. Didnt think of it this way ;-)
But nevertheless it is a kind of disappointing how much interest our citizenry pays to our rules. Maybe we should implement a ruleset without any rules just to test them ;-)
 
But think about when a new member of the game finishes reading the current constitution, only to find a new 20-page one the next day. :)
 
Hopefully that won't matter. As soon as we're done with the Code of Laws I'll be working on the abridged rules of the game. A quick 1 (or 2) page overview that will be easy to understand and can get a person started in the game.
