They aren't allowed to illegally cross the border, either. Doesn't mean it stops it from happening.

Plus, at least in California, they have living people voting, in stark contrast to the ballot boxes in the greater Chicago area.

Democrats in general responded very simply to Dean in 2004: they voted for Kerry instead of Dean in the primary.
