I'm still working on the BT, and the ruleset for part 2.
I'm going to say that I'll expand the scope of the game to the entire world, should I do this at the beginning of the BT (which would give players the option to control, say, China for the BT and give a different rest of the world for the start of part 2) or at the start of part 2 (which would give a mostly historical rest of the world for the start of part 2)?
I posted a link to CI's BT a few posts back, that should give you some idea as to how this will work.
In the meantime, get orders in!
