The illegal overthrow of the rightful king of Hanover is of grave concern to the people of Russia and to her imperial majesty, Tsarina Alexandra. At the same time, we cannot ignore that the republican overthrow did not occur in a vacuum, that King George V and his court were no doubt ignoring legitimate popular grievances.
I, Minister Obruchev, offer you a diplomatic solution whereby the King of Hanover would be reinstated to this throne under a new
constitutional monarchy with an elected parliament that would work in conjunction with the monarchy to ensure that the will of the people was not ignored. Alternatively, if all parties are willing, you might consider placing the current heir on the throne such that the king's line continues but that King George V, who you obviously detest, not return to kingship.
Based partially on the Russian Duma and our own parliament, the Obruchev Agreement, as members of my ministry are fond of calling it, would serve as a model for reconciliation and compromise, of the path of peace in the face of violence.
Should you both wish for Russia to assist you in implementing this compromise solution that would see kingly legitimacy and grace matched with republican representation and populism, I would be personally very willing to assist your nation in drawing up a new constitution.

We cannot accept Hanover's illegal government, nor can we accept the annexation of Hanover, by the League. We will be preparing to institute the legal, and recognized Hanoverian government, once again.

As the current government in Hanover is illegitimate, any annexation of Hanover by the League of the Rhine would be illegal and will not be tolerated by Saxony-Bavaria.

Russia has repeatedly stated that it is committed to peace in Europe. When asked which ‘side of the conflict’ it would fall upon (by both major European camps), we have repeated answered that we would side with that of peace and do what we can to maintain the current status quo. Traditionally we have been allies with Austria-Hungary, Denmark, and Prussia, and enemies of Saxony-Bavaria and France but the new balance of power means that such ancient alliances simply no longer exist. Russia must forge a new path and this path must be dedicated to the pursuit of peace in Europe and to the maintenance of legitimacy and order throughout the continent.
When we hear your nations speaking of interfering in Hanover, implicit militarily, the Russian court cringes. Let us make this as clear as we possibly can. Russia will not support the military adventurism of any European nation interfering in the internal affairs of another European nation. If you do not approve of the Hannover annexation, it is not proper, or acceptable, for you to show your displeasure with threats. That would be like us stating, “If you go to war with Hanover, we will join with the kingdoms of Denmark, Austria-Hungary, and France, in countering your belligerence and interference.” Surely this example, purely hypothetical we assure you, makes clear how unwelcome such outside interference can be in the internal affairs of a rightful European nation.
Please, desist your threats.
The integration of Hanover into the League of the Rhine will proceed apace and at the Council's discretion. An agreement will be drawn up, signed, and made public for all interested parties to view. We have support from various allies in this endeavor, and as Saxony-Bavaria nor Prussia hold votes in the Council we see very little reason to give their opinions weight.

Russia considers the internal affairs of the League of the Rhine their own to conduct as they see fit. Should Hanover
willingly and peacefully choose to join the League of the Rhine, we too see little reason for other nations to interfere in this affair.
