The nation in that area is just "Estonia". It's a puppet buffer-state (officially a protectorate) created by the Germans just a few years ago (1918). It's a Monarchy and has really not done much since it's creation.
Finland is also recently created, and has good relations with Germany, as German aid was a large player in its independence. Politically, you're still recovering from the Great War/your war of Independence, and are stuck between Russia and the expansionist Swedes, who are still rumbling about Pan-Scandinavianism. You are a Republic, and no Civil war has happened yet.
Also, all claimed and accepted states are on the front page. Check it over sometime, especially before making a claim.
