If this will in fact be the last patch we get before another expansion drops, and assuming the next expansion is some time in January/February 2019, that's quite a long time to go without any developper updates/patches. It might mean that they're putting their all into this patch to make sure the community stays happy for the next 6-9 months.
I'm sure they will continue to patch the game every quarter or so, even if there won't be any new DLC or an expansion until next year.
The quality of Civ VI is appalling. R&F is worse. And people said that Civ VI would get "fixed" with an expansion and that's not what I'm seeing. My experience is regression with R&F (as you might expect as it adds a ton of new features and content).
