History and Description: Kadru Biotech Engineering was one of many nameless corporations based in India before the arrival of the Steaddunno on Earth, specializing in genetic and biological research. While most companies regarded the aliens as fair-weather friends at best, Kadru embraced the aliens wholeheartedly, kowtowing to the Steaddunno at every opportunity and reaping the rewards in the form of technological innovations gifted by the aliens that allowed the company to wipe the floor with their competition. When the war finally began Kadru was comfortably on the winning side of the fight and under the new jurisdiction began to spread their influence throughout India and even into Southeast Asia and China.

While on the surface the company is an upstanding organization that participates heavily in philanthropic work and touts their advancements in the field of medical science and agriculture, behind the curtain Kadru is a deeply secretive company that aggressively protects its own interests through manipulation and subterfuge, especially under the reign of their newly ascended CEO Vindani Zaman. Kadru is also deeply protective of their own technological advancements and have been pursuing genetics and biological technology as aggressively as they have been attacking their competitors. While their genetics technology means they most likely have some connection to the genetic slave race that has sparked off the civil war, this new direction suggest that Kadru, or at least its leadership, is driven by the desire to embrace genetics technology in an effort to become more then just human or Steaddunno.

Allegiance: We support the Core. These heinous rumors about genetic slaves are misleading and untrue, and it is clear that the World Corps is simply using these falsehoods to spin a narrative to secure more power for themselves and bring the incredible process humanity has made with the Steaddunno.
Headquarters: Naga Tower. One of the tallest buildings in India, the green-glassed skyscraper is the heavily secure and fortified corporate base for Kadru where all of their operations, public or otherwise, are organized. With the CEO Office at the top floor, the building has a highly trained security team comparable to most military forces as well as extensive cyber-defense systems,all necessary to protect the secret facilities and servers where some of the more clandestine operations of the Corporation are being planned and recorded.

History and Description: Neither the shock of first contact with an alien intelligence, nor the integration of the steaddunno into the fabric of human civilization, changed humanity's fundamentally suspicious nature.

Six weeks after First Contact, representatives of nine nations -- the United States, Great Britain, Canada, Australia, New Zealand, France, Germany, Japan, and South Korea -- signed an official intelligence sharing agreement, pledging to share not only intelligence briefs on the steaddunno, but also raw data and signals intelligence intercepts. Fortunately, initial relations with the steaddunno proved to be positive. While the Nine Eyes group continued to monitor steaddunno activities, the growing cooperation between the two species meant that its funding and support was much reduced.

The recent explosive revelations, however, have resulted in an explosion of interest in Nine Eyes at the highest levels of government. While it is clear that humanity cannot trust the steaddunno, the Nine Eyes governments have been reluctant to suddenly increase funding for fear of retaliation from that alien race. Fatalism has begun to spread at the highest levels of Earth's intelligence services -- is this too little, too late?

WHAT IS THE EASTERN MARS SHIPPING COMPANY? From the Perimeter Herald. Nestled near the spaceport of Ria, Mars’ largest settlement, stands the Xhiang Bay Warehouse. The Xhiang Bay Warehouse to an unsuspecting passerby is just another warehouse, but for dozens of workers and hundreds of criminal contracts across Mars and Earth, this is the headquarters of the Eastern Mars Shipping Company, a pseudo-corporate enterprise ran by criminal mastermind Jack Sparrow.

ANTI-GOVERNMENT PROTESTERS GATHER IN FRANKFURT, VIOLATING CURFEW. From the Core Gazette. Violent protesters continue to gather near the civilian headquarters of the Global Police Authority in downtown Frankfurt as fighting across the world continues to escalate. Terrorist forces, coordinated by the rogue Chi Nam-Gi, are behind a recent string of assassinations and bombings across Europe and North Africa. Hong Kong authorities continue to deny the GPA Chi Nam-Gi and other World Corps executives in violation of the St. Louis Treaty of 2099.

WORLD CORPS EXECUTIVES DEFLECT TO GPA. From the Martian Times. Three World Corps executives in New York City turned themselves over to Global Police Authorities shortly after the World Corps was declared a terrorist organization by the Steaddunno Core and in the United Nations. In exchange for amnesty, these executives have turned over what the GPA says is “critical intelligence” on the World Corps’ plans and activities.

FRANKFURT CAR BOMB DETONATED OUTSIDE GPA CYBER COMMAND. From the World Post. No group has taken credit for the car bomb attack on the GPA Cyber Command compound in downtown Frankfurt last night. The bomb, which detonated in the basement of GPA Cyber Command, is believed to have critically damage the compound and killed several cybernetic Quislings.

DATA BREACH AT PERIMETER HEADQUARTERS. From the Conclave Chronicles. Perimeter Agency spokespersons have confirmed that the agency has suffered a “mild” data breach. The attackers, according to spokespersons, only walked away surface employee information, such as names, dates of births, and addresses. National and local identification numbers, like American social security numbers, are not believed to have been information acquired by the hackers. Even so, the Perimeter Agency has initiated a “data lockdown” in order to review procedures.

MASTERS OF TREACHERY. From the Martian Times. The Perimeter Agency, currently headed by the steaddunno Dr. Katarina Werner, was founded shortly after the steaddunno arrived to Earth, and is the oldest of the Big Four organizations that, together, have governed the planet for several decades. The Perimeter Agency, like the American CIA and British MI6, is steeped in urban legend and lore. To the public, they are the Men in Black, aliens and humans working together to keep advanced technologies, like CoreTech and MalTech, from proliferating. Their public appearance as good guys with cool guns was made complete in 2119 when Perimeter agents stopped the Sunflower Killer, an unbraked AI that had taken up serial killing as its goal in life.

But as one tumbles down the rabbit hole, the less savory aspects of the Perimeter Agency became readily apparent. The Perimeter Agency acts largely to prevent the proliferation of Core Technologies used by the Steaddunno Core to maintain control over international affairs. Think less “Men in Black” and more “Who Killed the Electric Car?”

To achieve their stated mission, the now Vienna-based organization makes use of Fifth Columnist tactics, infiltrating organizations they seek to disrupt and contain and activating these double agents when the time is right to tear the organization to shred. When infiltration and internal destruction is not the goal, the Perimeter uses the oldest weapon in the book: the law. Perimeter lawyers, well-versed in proliferation law and treaties the Perimeter had a hand in drafting, are terrifying enemies to face in the court room.

Here on Mars, the Perimeter’s reach is non-existent. But as Mars grows, and the civil war on Earth comes to an end we all know it will someday see, we will need to come to terms with the Perimeter Agency lurking in the shadows, searching for the greatest crime in their eyes: proliferation and innovation.

ASSASSINATION OF A JIGOKUMEGURI HAS GUNNERS DEMANDING RETRIBUTION. From the World Post. Who killed the cousin of Nagisa Jigokumeguri, the most powerful businessman in Japan? That is the question on the lips of not just the Japanese, but many businesspeople throughout the world and Mars.

Nagisa Jigokumeguri is the courtmaster of a cabal of business conglomerates and criminal syndicates operating under the name “Court of the Gunners”. The Gunners, who hold court at the Court of Eight Hells, a lavish and secure compound in Kyushu, are alleged to be demanding retaliation for the brutal murder.

Internal court intrigue may be at work for the desired target of such retribution, as the demands are to target a “hard” target as opposed to a “soft” target. Such a job would no doubt fall to the Cybergunners, cybernetically enhanced infiltrators.

Cybernetically-enhanced infiltrators, or cyberninjas as they are known in popular media, have seen a surge in popularity among factions. The Global Police Authority hosts several cyberninjas (derisively called “Quislings”). These cyborgs made news due to the recent bombing in Frankfurt targeting GPA Cyber Command. The Terracotta Army, a militant cybernetic-rights organization, and the World Corps, are also prominent users of cyberninja.

Both sides of the war are watching this development closely. The Court of the Gunners, and by extension, has remained neutral in the current global hostilities. Will the graceful cybergunners soon grace Frankfurt, Vienna, Hong Kong, or some other city? Time will tell.

THE SHIPS OF THE GUNNERS: HOW JAPAN DOMINATES INTERPLANETARY SHIPPING. From the World Post. Interplanetary commercial shipping is not for the light of heart. Mars and her many settlements are home to a little over 35,000 humans and steaddunno. In comparison, Hong Kong is home to nearly eight and a half million people. Mars lacks the population to sustain commercial infrastructure, leaving Earth traders with little choice but to exchange their goods for Martian cargo to bring back to Earth to sell for credits. Servicing such a small, marginal population requires patience and financial acumen. This leaves us with the Court of the Gunners.

The Court of the Gunners is a vertically-integrated company. A factory in Japan produces colonial supplies for the colonists and a s hipping combine controlled by the Gunners sells these supplies to the Martians. On paper, this seems as simple as “buying low, selling high”, but recent political realities have thrown the shipping company several curveballs.

The National Socialist Front of Chanada, an obscure Martian colonial settlement, has joined the World Corps in open rebellion against the Steaddunno Core, turning the world war into humanity’s first interplanetary war. Such news will not be lost on the Steaddunno Core or Global Police Authority, who may try to use their power and influence to restrict shipments of vital supplies to Mars to starve the rebels and force other Martian interests, such as the Eastern Mars Shipping Company, to combat the Chanadians, expanding and escalating the war.

Another actor that could force the court’s hand is the World Corps. Much like the Western-Soviet alliance of the Second World War, a sharp ideological divide divides the factions of Earth and their openly anti-social Martian ally. After all, the war is being fought on Earth. Unless the EMSC takes a side, or the GPA and Steaddunno Core send forces to Mars, Chanadian worth to the organized rebellion forces under the World Corps umbrella is questionable.

For Martians, the war here on Earth may seem distant, but the effects of every engagement will ripple out into space at the speed of the starships.

IN KYUSHU WE TRUST (FOR NOW). From the Martian Times. Many Martians are familiar with the Court of the Gunners. They control the bulk of shipping between Mars and Earth and are responsible for the majority of cargo taking off or landing on Martian spaceports. They’re also a source of a great amount of Mar’s colonial supplies, necessary to the continue functioning of Martian colonies. So far, Kyushu has used this power wisely.

EASTERN MARS SHIPPING COMPANY LOOKS WEST. From the Global Telegram. Even in the midst of our terrible global war, humans and steaddunno look to the stars for opportunity. Many have taken the sword of colonization to smite the non-colonized status of Mars. One company leading the charge is the Eastern Mars Shipping Company.

The Eastern Mars Company is an odd creation, ran by an enigmatic figure known as Jack Sparrow, within the city of Ria. The ESMC is, by most accounts, the most militarized faction on Mars and arguably one of the most militarized in the entire solar system. From a “warehouse” in Ria, the shipping company controls a force of regulars, a fleet of cruisers and freighters, and a mercantile fleet of freighters under contract.

For a company with so much firepower, one would think they would use it to secure control over Ria, Mar’s largest settlement. Instead, the faction seems to be taking a lighter touch and ramping up to simply purchase the colony wholesale for 6 million credits.

If the Eastern Mars Shipping Company goes through with this venture, this will solidify its control of Ria and make it more attractive to the Core-GPA, which may be interested in an agreement that would see that strike fleet bombard Chanada’s compound on Mars.

THE MORAL DEPRAVITY OF MARS. From the Global Telegram. The people of the world, human and steaddunno alike, have been sold a false bill of goods by the rebellion. They claim there is a massive conspiracy and that the Core and GPA have engaged in human experimentation. Their claims hinges on the idea that the leadership of the Core and GPA are fundamentally anti-human, and that the rebellion is pro-human, pro-steaddunno.

But, how do the rebels square this “fact” with the real fact that a powerful faction in the Mars Rebellion is anti-human and anti-steadduno? Suddenly, glowing proclamations about universal rights become cynical mathematical calculations. Instead of asking what the NSFC will do if they seize Ria, Mar’s largest settlement, and going from there, they ask how many fighters does the rebellion need and work their way down from there.

The real crimes the NSFC will commit outweigh even the wildest of fabricated claims alleged by the World Corps against the Global Police Authority and Steaddunno Core. Any rational minded sapient being will see through the World Corps’ lies soon enough.

WHAT IS IN THE WATER ON MARS? From the Conclave Chronicles. The National Socialist Front of Chanada recently opened a branch in Ria, the largest colonial settlement on Mars, leading our staff to ask “What is in the Water on Mars?” In this piece, we will delve into the deep history of water on Mars and how we went from the legendary canals of Mars to really real canals of Mars. Later on, we will look at how the waterization of Mars have impacted Martian politics. Yes, people, not everybody on the Red Planet is a Red!

THE TALE OF TWO REBELLIONS. From the World Post. In many ways, we should consider the rebellion on Mars related, but wholly separate, from the rebellion on Earth. Whereas the rebellion on Earth, spread headed by the World Corps, has deeply held values of universal sapient rights, the rebellion on Mars is wholly antithetical to the World Corps and Earth Rebellion’s mission. “The enemy of my enemy is my friend” may have been the name of the game prior to the Arrival, but we have no reason to follow that example now.

VIGILANCE IS VIRTUE! REPORT SUSPICIOUS BEHAVIOR. From the Core Gazette. The Steaddunno Core, upon the recommendation of the Global Police Authority, is raising the global terror alert to Red because of rising concerns that the violent anti-sapient National Socialist Front of Chanada may attempt to sneak fighters onto Earth to attack privileged sites. As always, report any suspicious behavior to authorities today!

PERIMETER ACTION EXPECTED. From the Global Telegram. Advisory Alert: The Perimeter Agency is likely to take actions during the rebellion to reduce the proliferation of dangerous technologies. Member states of the Global Police Authority are asked to refrain from proliferation efforts and not draw the ire of the enforcement body.

COBALT MERCENARIES TO TEST THEMSELVES. From the Cobalt Press. The Cobalt Mercenary Company has emerged in recent years as the world’s foremost private military companies, in no small part thanks to the strategic and tactical brilliance of its leader, Donovan Lake. “The Companymen” have fought on every continent in the last few years, including the disastrous Antarctica Expedition of 2129.

Now, the CMC seems to be angling to show that it is ready to take the next step forward. Some in the company’s leadership are pushing for an “Aggressive PR” campaign that would show the world that, tactically, no other entity comes first.

A STATE OF PERPETUAL NEUTRALITY. From the World Post. The Corporate Collective Conclave (CCC) is, by all accounts, strange. The CEOs live a high life, but corporate ideology is based on Maoism. It is, from what we know, a non-American company with a massive underground citadel in the Mojave Desert. It is a company focused on franchisement and research, but engages in smuggling.

It is neutral, but rumored to have absconded with technology the Perimeter Agency would like to keep under wraps.

So where does that leave the CCC? In a system full of Nazis, mercenaries, and war, it leaves the CCC safe.
 
WHERE WILL KADRU STRIKE? From the Martian Times. We have written a lot about Kadru, and for good reason. Of the myriad factions carving out niches for themselves across Earth and Mars, Kadru is the most powerful corporation in the world to pledge itself to the defense of the government even as the rest of the corporate world declares itself “opportunistic neutral”. This should come as no surprise to our readership, as we’ve written a lot with regards to the Kadru-Core partnership.

But, it is one thing to be for a government, and another to act on behalf of it. This leaves us wondering: Where will Kadru strike? The biotech firm may not be known for its military firepower, but it is one of many factions to lay claim to a specialized team of cybernetically-enhanced special forces: cyberninjas. If the goal is to disrupt the field forces of the rebellion, an obvious target for the Indian corporation would be the Terracotta Army.

But what if we’re wrong? For all we know, the Kadru may pay the Nazis here on Mars a much welcomed visit soon. An editor can only hope.

ORGANIZE CRIME ON THE RISE ON MARS. From the Conclave Chronicles. Who is the Perimeter’s #1 Most Wanted? Is it the vile Joe Gateman, leader of the National Socialist Front of Chanada? How about “General” Chung Yeong-suk, the legendary rebel commander of the Terracotta Army? Maybe Chi Nam-Gi deserves the top spot? After all, they’re the leader of the World Corps, a rebelling arm of the world government.

No. Let me introduce you to Sol’s Most Wanted: Adrian Stryker. Adrian Sryker is the boss of the Diamond Tombs Syndicate. The DTS is a North American criminal organization specializing in and controlling much of the arms trade throughout the Americas. The DST is known for its signature calling card: Leaving money or jewelry on the bodies of their victims.

It is an open secret that Adrian Stryker is the leader of a massive criminal underworld, but that doesn’t stop Stryker from being the center of New York City’s nightlife via the Stryker Nightclub. Life seemed good for the DST, but a recent acquisition of illegal technology may soon invite Perimeter Agents to New York City.

The DST came across a large cache of CoreTech weapons and are now actively equipping soldiers with the highly-restricted weapons. It looks like a second war is brewing on Earth, but what does that have to do with Mars?

Some members of the Diamond Tombs Syndicate believe now is the time to escape to Mars. The arguments in favor is that Martian law enforcement is weak, and that there are no Perimeter agents on Mars in force. A few DST who spoke to us have gone as far as suggest that by arming certain factions on Mars, Mars as a whole could achieve independence from Earth.

PERIMETER SHOULD INVESTIGATE THE CCC. From the Global Telegram. The rumors that the Corporate Collective Conclave is harboring illegal technologies, including MalTech, should be a priority investigation for the Perimeter Agency. The conglomeration is already known for its smuggling operations and immoral research history. Both of these allow for the unsettling possibility that the CCC may be trafficking in restricted and illegal technologies. If the CCC has nothing to hide, and believes its programs to all be above-board, then it will welcome such an investigation.

THE FIVE EYES PLUS FOUR. From the Diamond Liberty. The Arrival sent a shock through the world system. The degradation of borders, weakening of nationstates, and the rise of the non-state power, have led many to see countries like the United States and Great Britain as relics of a bygone era. After all, the German government exists, but Frankfurt is controlled by the Steaddunno Core, and there are G-Policemen patrolling the streets of German towns surrounding Frankfurt.

The war may soon change all of this. Should national governments launch a coordinated attack against a powerful non-state power, it will show the world that Western governments are still a force to be reckoned with.

CORETECH CACHE DISCOVERED BY CMC; PERIMETER DEMANDS DISMANTLEMENT. From the Perimeter Herald. Rumors have reached Vienna that the Cobalt Mercenary Company has come across a cache of CoreTech during an excavation near Gobekli Tepe. The Perimeter Agency is now demanding the private military company dismantles the asset immediately and without delay or risk police action.

COBALT RANKED AMONG MOST DISCIPLINE. From the Kadru Chronicle. The Cobalt Mercenary Company has emerged in recent years as the foremost private military company on Earth. The company’s headquarters at Gobekli Tepe is one of the most heavily guarded compounds on Earth, and its main force can carry out a land-sea-air battle anywhere on the planet within days. Barring heavy Perimeter action against the CMC considering allegations of CoreTech proliferation, the CMC could play kingmaker in the war between the World Corps, Terracotta Army, and Nine Eyes and the CoreGPA + Kadru.

It would be foolish, in our estimation, for the Cobalt Mercenary Company to side with the rebellion when there surely would be many post-war contracts awaiting the company once the CoreGPA wins. However, the CoreGPA world government must keep in mind that some mercenaries lack strategic vision and only chase after credits, in which case, the World Corps and her allies, insidiously controlling global finance, must have a stronger argument.

But, the editorial board believes Donovan Lake to be a reasonable man, one that will make the correct strategic decision that will benefit sapient life on Earth and the company.

BANKERS, DIPLOMATS, AND MERCENARIES: LIFE BEFORE ARRIVAL. From the World Post. Some believe it was the Arrival that changed the balance of power between organized groups on Earth, elevating corporations, churches, and private military companies to the level of the nationstate. However, a closer look reveals that the decline of the nationstate began before the Arrival in the 2030s. In Bankers, Diplomats, and Mercenaries: Life Before Arrival, the author delves into the murky world of great power politics between 2030 and 2060, building the argument that by 2055, the most powerful corporation were at “relative power parity” with their nationstate counterparts.

In the concluding chapter of the book, the author makes the prediction that space colonization will erode the boundaries between state and faction even further and that nationality will no longer entitle a state. This conclusion has drawn heated criticism in many circles, but as the author notes on social media, “This is the conversation we should be having.”

HOW WOULD MARS WELCOME THE DIAMOND TOMBS SYNDICATE? From The Martian Times. Mars hasn’t received the best press in recent years. The rise of a national socialist paramilitary on Mars was compounded by that organization’s declaration of rebellious intent. Martian colonial governments want more colonists and investments and less drama. The Diamond Tombs Syndicate would meet two out of three of those criteria. Is that good enough?

It may be a few years before the DST forward assets arrive on the Red Planet to begin construction of a planetary base of operations. Should they arrive and establish themselves in force, the organization will come equipped to dominate the planet unless Mars is united in opposition, but such a move toward unison could also led to the destruction of Mars. Instead of forward assets, the DST could come to Mars with fleets and blockade the planet, crippling its economy and putting settlements as risk of starvation and collapse.

In such an event, Mars would need to seek help from Earth, but such calls could mean rebel or CoreGPA boots on the soil. In the case of rebels, this would upset the balance of Mars on Mars In favor of the NSFC, unless rumors of an internal rift are true. In the event of the CoreGPA’s arrival, this would mean greater conflict on Mars. When the CoreGPA pushes the criminal syndicate of Mars, they will turn their attention to the NSCF.

The Perimeter Agency may intervene, but it may be too busy on Earth dealing with tech proliferation cases arising from the CMC, CCC, and potentially Kadru Biotech Engineering.

There is a chance the DST won’t come to Mars, but we should plan for the worse and hope for the best, not plan for the best and hope the worse doesn’t happen.

ADRIAN STRYKER IS A LOSER AND, HONESTLY, LOOKS TERRIBLE IN HIS PROFILE PICTURE. From the Cobalt Press. Just look at him. His face says it all. I’m tired of reading all the articles swooning over the guy. Oh look, he runs a nightclub. He’s a crime lord with a more powerful private army than Cobalt. What does these people see in him? Donovan Lake used to (probably) work for the Perimeter Agency as one of their deepest deep black operatives. He’s fought all over the planet.

Think of a name, and Lake has probably killed a person with that name.

When the Turks demanded Donovan Lake leave from an archaeological site, did he run around away to Mars like Stryker probably will? Yes.

Oh wait, no he didn’t. He toppled the government of Turkey in 72 hours.

Stryker, just leave. You’re a loser and nobody really likes you. They’re just your friend because you sell them guns and probably drugs. Remember kids, only loser like Stryker do drugs.

REGARDING THE ALLEGATIONS AGAINST KADRU BIOTECH ENGINEERING. From the Perimeter Herald. There are allegations swirling around the KBE. Many claim that the firm’s close ties with CoreGPA, immoral CEO (sorry, but it had to be said), and focus on genetic engineering makes it a likely candidate for alleged gengineering experiments. The Perimeter Herald will look into these allegations, but without proof, the Perimeter Herald will continue to focus on proven and likely incidences of technology proliferation.

WORLD WAR IN AN ERA OF NON-STATE POWERS. From The Terracotta Tribune. The Nine Eyes, a secretive alliance of many of the world’s foremost pre-Arrival governments, are on the edge of officially entering the war against the CoreGPA. With major bases in Australia, Japan, and the United States, the Nine Eyes are uniquely situation to aid in the rebellion against the dictatorial CoreGPA.

But, what does this mean exactly?

In a world of non-state powers, borders are losing a lot of their favor. After all, New York City’s political establishment is controlled by a planetary criminal syndicate, but nominally a part of the United States of America, which itself hosts the headquarters of the Corporate Collective Conclave in Nevada.

When the dust settles, will we see a return to the “natural order” of states being the dominant organizing force in international politics, or is Pandora’s Box impossible to close? Time will tell.

INDIA SHOULD ASSIST IN JAPANESE POLICE ACTIONS. From the Kadru Chronicle. The government of Japan has, against all reason, declared its support for the terrorist campaign unleashed by the World Corps. While seizing Hong Kong is the goal of the CoreGPA, a step toward Hong Kong should be the island of Japan and her unruly government. This will deny the terrorists a major source of revenue and bring the war to a swift and satisfying conclusion.

CYBERNETIC UPLIFT IS NOT PROLIFERATION. From the Perimeter Herald. The Terracotta Army may soon engaged in a campaign of voluntary cybernetic “uplift” in which those needing cybernetic implants and prosthetics will be able to receive them in Terracotta outreach facilities. There have been questions as to whether this is proliferation, and the editorial board of the Perimeter Herald believe this not a case.

The technology used by the Terracotta Army for its uplift program is postech. There is no evidence that CoreTech proliferation is even a concern except among pro-government media outlets. We hope this question can be put to rest.

THE CYBERNETIC REVOLUTION? From the World Post. The Terracotta Army’s star is rising, militarily and ideologically. The human experimentation carried out by the CoreGPA and likely Kadru Biotech Engineering has committed an almost fatal blow to the world of genetic engineering as humans begin to avoid gene therapy clinics. Instead, they’re coming to little offices like this one in Shanghai. No sign hangs over the door, but everyone in the neighborhood knows that this is a “chop shop”.

Chop shops are where the poor come to receive cybernetic implants and prosthetics. I spoke with a technician under the condition of anonymity. She says “We’re seeing a number of middle class Chinese looking for us now. Before, only rebellious middle-class teenagers sought us out, but now their parents are too.”

Many of these chop shops are ran directly or indirectly by the Terracotta Army. When a person receives an augmentation from the Terracotta Army, more than their body is being augmented. The inherently revolutionary attitudes of the Terracotta Army, led by the legendary General Chung Yeong-suk, believe that cybernetics, not genetic engineering, represent the future of humanity.

QUISLINGS: UNFORTUNATE SLUR OR UNFORTUNATE REALITY? From the Conclave Ch-TERRACOTTA ARMY. This is a disgusting slur. Can you blame augmented humans who turned to work for the CoreGPA when all avenues of employments were being shut down all around them by society? It is time that humanity rejects this artificial division.

THE LOOMING COLD WAR. From the Early Nine. When the rebellion wins, what will the world look like? There will be Nazis on Mars, a close-knit alliance of countries on Earth, a vaguely Marxist Terracotta Army, the World Corps, and a few neutral parties that may or may not need to watch themselves if they’re still neutral when the war is over. Will Earth, united by whatever government comes next, stand united with the Martians if the Martians are Nazis?

Probably not. Maybe we should start thinking about this before we reach the Yalta stage.

THE CORE IS UNBALANCED. From the Terracotta Tribune. The uprising against the CoreGPA’s tyranny as the result of damning leaks has forced the Steaddunno Core onto its backfoot. The leadership has two choices. It can either spend years preparing itself for the war that has already arrived or implement a crash program of preparation, sacrificing six million credits.

WORLD WAR IN CHINA. From the Terracotta Tribune. The Terracotta Army is waging a successful people’s war against the CoreGPA and their collaborators throughout the Chinese government. With the World Corps support, there is little doubt that the outcome of this war will be in favor of the rebellion, humanity, and the steaddunno. Victory in China will likely mean victory in Europe, and so we ask all rebellious peoples of the world to rise up against the CoreGPA and cast off their shackles.

FORTRESS FRANKFURT. From the Core Gazette. Steaddunno Core spokespersons informed the press that Frankfurt is “the most fortified city on Earth”. The spokespersons declined to specify the nature of Frankfurt’s defenses, but said that “Any attack, whether from land, sea, space, or air, will be met with overwhelming and destructive counterforce.”

EUROPE WILL BE LIBERATED. From the Early Nine. “Europe’s liberation is unquestioned,” declared a spokesperson of the United States, a leading member of the Nine Eyes. Of concern is Frankfurt, the seat of power for the CoreGPA. Retaking Frankfurt, a city ceded to the Core in the late-21st century, will not be an easy task, the spokesperson conceded. However, “humanity does not have a choice.”

OPINION: CAN THE CORE BE A PROLIFERATOR? From the Perimeter Herald. The Perimeter Agency is a quasi-independent organization created by the Steaddunno Core to regulate and control the flow of technology and restricted information in the world. Since our inception, we have prevented the technology from falling into the hands of those who would use it to create dangerous weapons of war. However, what do we do when the Core itself is responsible for proliferation?

Does out mandate, our ideological core, allow us to turn the other cheek when the Core’s leaking of dangerous technology is potentially responsible for the war the world has wandered into?

TINKER, BANKERS, DIPLOMATS, SPIES. From the Gunner Register. There hasn’t been much reporting on the World Corps own ability to carry out the war against the CoreGPA. Without the Nine Eyes and Terracotta Army, the CoreGPA looked extremely likely to crush the rebellion within months. From Hong Kong, the World Corps commands a massive team of brokers that have directed trade in and out of Hong Kong to great economic benefit for the city. Protecting their investment are the cyberninjas, the beloved elite force of factions the world over.

But what would the World Corps do if GPA Armored Formations rolled into or landed in Hong Kong? A bunch of brokers and rebel quislings probably would not stand up to a force of trained soldiers and marines supported by mechanized walkers, battleships, carriers, and bombers. Hong Kong would have fallen very, very quickly, either through its complete destruction or the World Corps’ surrender.

Because of this, we suspect the World Corps will adopt a stance of heavily fortifying Hong Kong with the help of allies followed by installing hidden assets across the planet that will force the CoreGPA to dilute its forces in case one of these hidden assets turn out be an entire force of brigadors.

In Japan, the war has reached our doorsteps. The government here in Japan will likely declare in favor of the rebellion, leaving the Court of the Gunners in an interesting position, but one that doesn’t preclude its current neutrality. Japan, as well as the United States across the Pacific, would only last a year if the GPA focused its attention on the Nine Eyes.

Every faction that comes out in support of the rebellion decreases the chance the CoreGPA will win, but that chance won’t hit zero in any universe until the two Armored Formations of the CoreGPA are destroyed. A single Armored Formation could topple the government of Japan, and our government will need to keep that in mind when it comes time to demanding the rest of the Nine Eyes for assistance.

HOW THE STEADDUNNO NAME THEMSELVES. From the Terracotta Tribune. Steaddunno naming convention are easy to understand and offer a valuable insight into the mindset of the steaddunno. The Steaddunno on Earth have two names: their human names and the names they use among themselves. For example, the President of the Worlds Corps is named Chi Nam-Gi, which is their human name, the name they use for business purposes. Among their friends and members of the race, they go by a different, difficult to pronounce name.

THE CULTURE OF THE STEADDUNNO. The Gunner Register. The Steaddunno Core has a very strange, but very human, culture. The best comparison I’ve read is that the Steaddunno act like idealized Athenian Greeks with some ideas stolen from the Age of Enlightenment mixed with starships. The Steaddunno Core, refers to a vast legislative body in which each member of the steaddunno race has one vote. In practice, many steaddunno do not vote and day-by-day operations are managed by the central committee of elders, with Elder Benedict Hebrang as the central executive of that committee.

A love for this type of democracy is combined with the race’s remarkable talent for finance and commerce and disdain for religion. While the Core has had little issue co-opting new religious movements for their own purposes, the steaddunno are largely irreligious. In more extreme circles, they see this as a reason why the steaddunno take over more controls across the world, seeing humans as too “superstitious” to properly run an interplanetary civilization.

If recent allegations are true, these extreme circles may not have been as fringe as once thought in the policymaking body.

GRIPPED BY SUPERSTITION, THE WORLD CORPS SHOULD BE DISBANDED. From the Kadru Chronicle. Oh how the vaulted World Corps has fallen. Once thought to be home to some of the finest diplomatic and financial minds of humanity and the steaddunno, it has fallen hook, line, and sinker for easily dismissed rumors and plunged the world into a global war. Who is responsible? If it was only Chi Nam-Gi, surely, she would have been deposed by now. No, the answer lies in the foundation of the World Corps, and because of that, the World Corps must be disbanded upon the completion of the war.

When the World Corps is reconstituted from there, we should staff the new agency with truly the finest minds of both species, ones less susceptible to fearmongering and superstition.

Leader: The Rt Rev'd Maisy Titchmarsh – born on Earth in England Maisy became an ordained priest in the Anglican Communion soon after leaving university where she studied nautical engineering at Aberdeen. However shortly after completing her curacy she was offered a job in a ship construction company based out of the Hiroshima Prefecture. She spent four years here before finding her calling once again and deciding to begin missionary work on Mars. While on Mars she worked in the small church building which served as the seat of the Diocese of Mars and being one of the only three Anglican clergy operating on the planet she was elected to Bishop after the previous bishop died in a tragic accident involving some heavy machinery and his pet cat.
Soon after her rise to prominence in the diocese she began to feel the shipbuilding itch once again and intended to use her skills in maritime architecture to set up a cooperative industrial interest in the heart of Ria. This was the birth of Martian Cooperative Industries.
Since forming the cooperative she has maintained her role as Bishop as well as starting a family. She married Oliver Titchmarsh and together they have had two daughters and a son: Jennifer, Beatrice, and Michael. She maintains control over the coop with a large amount of micromanagement and scrutiny. Since the allegations of human testing she has made her personal position very clearly in opposition to the continued presence of aliens within the administrative structures of humanity and has on multiple occasions condoned the violence committed against them.

History and Description: Founded in 2122 the Cooperative was initially envisioned as an effort to begin the construction of space going vessels on Mars itself. However, it soon became apparent that there was no way that large scale construction would be possible with the resources available on Mars. In the following couple of years the cooperative began to turn its concerns to supply of resources to the settlers of Mars. Over the years by a combinations of shrewd production methods and the lack of transportation cost associated with imports from Earth the cooperative came to hold an effective monopoly over the production of various tools and resources necessary for the continued expansion of the colony. Questions were often raised in learned circles about the dubious connection between a major equipment supplier and its devoutly religious organising staff however presented with few other options many are content to use their equipment and as of yet there have been no efforts made to use the leverage granted by this monopoly for religious purposes.
In recent years the company has come into frequent clashes with the Court of the Gunners who have been actively fighting the control that the cooperative has in the region. Though there has not yet been any violence between the rivals some suggest that this is only because of the Bishop’s previous links with Japan and that should her mind change with regards to her admiration of these rivals then the fragile truce could be at risk.
The ongoing rebellion has only further added to the influence felt by the cooperative in Ria. Fears abound throughout the streets that a war on Earth will mean a cut in supplies and a halting to the expansion of the Mars colony. The Cooperative with its Mars based production represents the idea of self-sufficiency that many are striving for and its minor successes have been a rallying cry for those who have been plagued by the fear of looming shortages in the colony. Though the cooperative maintains a front of neutrality in regards to the conflict it is known that the Bishop is heavily aligned in her political views against the political dominance of the Core. Some commentators have also suggested that she is a highly xenophobic person and wishes to see the Steaddunno removed from human society. Both the diocese and the Cooperative deny these claims but they continue to linger around the institutions and many suspect that the Cooperative administration is highly sympathetic to the rebels.
Headquarters: The main compound in which can be found the administrative division of the Cooperative is located by a steep cliff surrounding the Cathedral Church of St Mary and St Hubert at Ria. The church itself is a small building next to the old Ria Shipworks which remain out of use except for occasional repair work that is taken on by the cooperative. Inside the compound there are several buildings of varying size. Upon entering the compound the Cooperatives administration department lies of your left in which can be found the busy bees of the cooperative working on their computers trying their best to keep things organised. To your right is the workmen’s office, a similarly sized and built building within which the managerial types and the everyday workers converse and strategise on the best production methods. There is also a small prototyping workshop located in this building as well as the lockers containing the protective gear and equipment that is needed for work on the factory floor. Out of the back door of this building is the major factory works from which a large portion of Ria’s demand for equipment and tools is supplied.
The largest building other than the factory is the Bishop’s Palace which is situated behind the Cathedral and the diocesan administrative buildings. The palace has a small tower at one side in which the Bishop’s offices are located and the rest of the building is dedicated to living space for the staff and family of the Bishop.
Towards the old shipyards is an expansive and low lying structure containing the old offices of the draughtsmen and engineers that oversee the shipyards. Though mostly out of use, since it became clear that space going vessels were not going to be a viable business opportunity, it continues to be used to any repair work required by the ships that bring supplies to Mars.

A petite woman, in a sordid uniform from a war fought decades ago, sighed as she rubbed her fingers over her eyes. The small, cramped room, dug deep into some nameless hill in the Gobi Desert, served as the personal quarters of the leader of the Terracotta Army. Sordid memorabilia of a life long past was littered across the room, most notably an old, tattered North Korean flag draped vertically on the wall over her bed. New, but equally grimy trinkets of her new life as a revolutionary warlady was scattered anachronistically as well.

Chung Yeong-suk, huddled over a worn-out desk, was staring at one such trinket: a topographical map of Asia. Centered on China, the map went as far west as Pakistan, and covered terrain as vastly apart as the frozen tundra of Siberia to the sweltering jungles of Thailand. Every thinkable town or city, from major metropolitan areas to the smallest of human settlements. But most importantly, a frenzy of circles and notes written in red and blue ink dotted across the landscape. A giant red x marked the location of Qin's Tomb, the headquarters of the Terracotta Army, with other assets loyal to the rebel cause written in red as well. Meanwhile, blue ink represented where, to the best of the General's knowledge, where the Core and those loyal to it were located. A surge of blue notes worryingly dotted Southern China, where they were deploying to start a siege of the World Corps headquarters in Hong Kong.

While General Chung and her Terracotta Army independently fought for reasons connected to but distinctly different from Chi Nam-Gi's Corps, his World Corps was still seen as the de facto leader of the rebellion at large. If Hong Kong fell, she would fight on to the end, but would the rest of humanity? The cyborg woman was reminded of Janggi, a game she'd occasionally play as a youth in Kaesong. Each side had a General, and the only way to win was to capture the other side's General. Capturing the other General was known as Waetong, analogous to Chess's checkmate. While life was far more complex than a simple board game, Yeong-suk couldn't help but feel uncomfortable that she might be in a situation where she had to make sure the Core didn't score a quick victory by forcing a Waetong.

Yeong-suk allowed her hands to return to the table, and, with a drawn out sigh, let her eyes reopen. Her left eye, a light shade of amber, sharply contrasted with a hulk of machinery which had totally replaced the Korean's right eye. With uncolored grey steel made up the artificial eye, excepting a small and faint light blue glow of the iris, the steaddunno never even attempted to make Yeong-Suk's new eye look natural. In an alternative timeline, where discretion was important, she'd consider growing her hair out to obfuscate her missing eye. Even she, the leader of the cybernetic liberation movement, knew she looked like a freak with the mismatching eyes. And that goes even to fellow cybernetics, who were blessed with far more natural looking implants than she was forced to receive. In the very least, it'd make herself feel better, not having to loudly advertise her ability to scan for psychic energy and potential. But here, now? It didn't really matter. Having such a visible augmentation, in a way, helped her legitimacy in the Tomb; a permanent brand that she was a cyborg and that she wasn't afraid of hiding it. And what better way to drive the fear into Core than to show her mechanical humanity. She was the steaddunno's bogeyman, for the damn aliens too "rational" to be afraid of the normal bogeyman.

Before Yeong-suk could carry herself further in this thought, she was startled by a knock on her door.

"Come in," the Terracotta leader said, with no enthusiasm in her voice. If someone was interuptting her at a time like this, it was urgent.

The creaking of the door revealed a man, dressed in a newer but equally worn out and dusty uniform. She would probably claim that the man towered over her, but at a relatively unimpressive 5'3'', practically all men do. The man, which Yeong-suk noticed had a faint red glow coming from his eyes, saluted before dropping a sealed envelope on the map. Eye implants must have improved since my surgery

"We don't know who exactly sent this message, Ma'am, but it was delivered to us electronically, encrypted. In one of our old ciphers."

Yeong-Suk blinked, momentarily covering her artificial eye identically with her natural eye. "And if you brought this to me..."

"They claim they're from the Core," the soldier reported nonchalantly, "and the message is for you."

"Dodaeche..." the petite woman instinctively cursed, as she dragged the letter towards us. She did not have a good feeling about this; the it almost felt like the Core was trying to taunt her. Just to say that they've been gathering intelligence on the Tomb, but that they weren't considered enough of a threat to take action against. She was just some prey that the Steadduno were playing with before the kill.

"Thank you for bringing this to my attention," the General said, "You're dismissed."

Before the soldier was even done exiting the room, Yeong-suk was opening the letter. Her eyes quickly scanned across the parchment with a sense of urgency reserved for incoming disasters. Yeong-suk's mind was racing with hundreds of possibilities of what the Core wanted, and none of them were any good.

And yet, she would have never expected this:

When we came to Earth, we found that humanity was far behind us. But there were a few exceptions, humans whose potential far outshone the rest of their species, whose potential rivalled even ours. We sought to recruit them to our agencies to further our progress, marching towards a great future. We believe that you, General Chung, are one of those people. When we captured you, we sensed your potential, this is why we experimented on you, to bring out your full potential. Your entire Terracotta Army contains that potential, we know that you can feel this.

Normal humans will never understand what we feel. They will never accept you. Deep down, you know this. Look at your allies; the naive World Corps, the paranoid remains of the old world order and the rabid xenophobes of Mars. Do you ever think you can truly make peace with them, even if we are defeated? You may hate us, but we will never disrespect you. We only wished to see you better, faster, stronger; humanity wished that you were dead.

You know our ultimate plans for the vast majority of humanity, but know that there is still a place for the free will for those special few. If you publicly renounce your previous statements and help us bring down the World Corps and her allies, there will be a future for your Army and the other great cyborgs. If you do this, we will ensure that Qin's Tomb remains great and free for all time.

Do not deny your greatness, it will only destroy you and all your dreams. Repent from the mistakes of the last war. Join us and we will show you how powerful you truly can become.

If this letter was genuine, and Yeong-suk wasn't even sure if it was, then the Core was.... trying to get her to defect from her own side.

The Terracotta Army leader cursed under her breath as she crumpled up the note. They destroyed her country, killed her family and friends, experimented on her body, were in all likelihood going to keep her for centuries in cryogenic hell, and they had the gall to tell her that they were looking after her? Not to mention all the crimes they did against her fellow cyborgs, encouraging their second-class treatment so the steaddunno could turn them into a caste of slave-warriors.

Not in any language she knew, Korean, Mandarian, or English, did Yeong-suk know how to articulate the pure, unbridled rage that was bellowing in her stomach. She was going to kill every single last one of those saekkideul, even if it was the last thing she ever did. And on their bleeding, headless corpses, she'd build a new society, a society where humanity would be free.

And freedom was through the machine.
 
Teaser Update and hardlock

HONG KONG OCCUPIED; THE WORLD CORPS DISBANDED. From the Gunner Register. Few believed that the World Corps, the financial engine of the rebellion, could collapse so quickly. Surely, Hong Kong would be heavily defended. As I write, Chi Nam-Gi is being brought into Global Police Authority custody, and her fate will likely be bloody. The final act of the World Corps was the bombing of a Kadru facility in connection with the Terracotta Qinglong Clan in Mysore hosting the company’s tripwire cells, an attack that wiped out the force entirely.

The war is approaching a conclusion faster than anybody expected. The Armored Formations of the Global Police Authority, more than anything, have proven that they can single-handily end the war unless the remains of the rebellion can destroy them, and fast.

Three new factions have emerged from the collapse of the World Corps: two centered around commodity brokerage (1F, 1C, 6W) and one centered around the cyberninja asset, now wanted in connection with a bombing in India (1/3/1).


Reactions across the world have been immediate. Stony silence is emanating from the corridors of the Nine Eyes, the quisling huts of the Terracotta Army, and the Fuhrerbunker of the Martian Nazis. Elder Benedict Hebrang of the Steaddunno Core has declared the war to be entering a terminal phase.

Whether the remnants of the World Corps will continue the war or accept CoreGPA hegemony has yet to be determined. Some Kadru executives are calling for the arrests of the cyberninja responsible for the July bombing of a Kadru facility, while some officers of the GPA are petitioning for investigations into whether the commodity brokers linked to the World Corps engaged in economic attacks on GPA supply lines during the Summer Blitz.



NEAR COLLAPSE OF THE DIAMOND TOMBS SYNDICATE. From the Core Gazette. The Stryker Nightclub is usually a scene of controlled chaos, but tonight the nightclub’s chaos is controlled by Perimeter agents. Agents embedded within the Diamond Tombs Syndicate activated in, with assistance from the American Federal Bureau of Investigation and Cobalt mercenaries, seized tons of illegal arms and contraband and arrested dozens. The next morning, however, the legal challenge against the Diamond Tombs Syndicate, championed by Perimeter lawyers, collapsed.


Across the world in Japan, members of the Court of the Gunners are furious. Several Gunners were arrested during the raid, and were allegedly on-site to prep for the movement of illegal weapons to Mars, implicating the Court. Representatives of the Perimeter Agency refuse to comment of the allegations, but mark a severe breach of international law if true.

The Cobalt Mercenary Company, as part of its deal with the Perimeter Agency, transferred its cache of Core technology to Vienna.

This massive, bloodless, coup has all but destroyed the Diamond Tombs Syndicate and elevated the Perimeter Agency, which has succeeded in its goal of Containment by neutralizing the DST’s Core Forces and CoreTech Logistics.

The Perimeter Agency, in a remarkable feat of coordination with the Cobalt Mercenary Company, defanged the Diamond Tombs Syndicate, leaving the DST wide open to future attacks. This editorial isn’t about the Diamond Tombs, but about the Perimeter Agency and by extension, the rest of the world. See, the Perimeter Agency has two goals: Prevent and Rollback CoreTech Proliferation and Secure, Contain, and Protect MalTech. Now, what happens when the agency tasked with the job has its own army, a team of lawyers, and the American FBI?

In this strange new era, the GPA at least shows that that at the end of the day, the guy with the 100 tons of walking death will probably win more often than not. However, the Perimeter Agency shows us another world is possible. At least, another outcome is possible. In one morning, the Perimeter Agency practically destroyed the Diamond Tombs Syndicate from the inside.

The Perimeter has two potential futures. It can launch a global intelligence war and target cunning assets [Destroy 7 Cunning Assets, Difficulty 4] or, you know, use its regular army to take over the world [Seize Earth, Difficulty 4].

Whoa, what?

What better way to regulate the flow of technology by being the only game in town when it comes to CoreTech? The ideological purity of the Perimeter Agency is admirable, but with the Perimeter’s resources, what is stopping it from taking the technology war to its ultimate conclusion? Can we look forward to a future in which the Perimeter, undemocratic and secretive by nature, rules Earth?

Maybe it is time for the CoreGPA to take a hard look at the Perimeter Agency. The World Corps Rebellion is still burning hot. Can we afford a Perimeter Uprising?
