The latter. I find that reasonable moderator discretion works better than quantifiable trade routes.
 
Another thing that helps for strategy is to read up on real strategies used in history. I have, rather successfully, used Mongol, Roman, Carthaginian, Greek, Chinese, and Israelite strategies. I suggest The Art of War, which is particularly helpful in integrating untraditional tactics, Genghis Khan and the Makingof the Modern World, which is mainly a biography and history of the Mongol Empire but also includes extensive coverage of battle tactics and empire management, and the Old Testament of the Bible, I know it sounds odd but I have used strategies from there as have people in OTL very successfully. Also, if you don't know the abrreviation already, OTL is "Our Time Line," it took me forever to figure that one out. There are other books, but I can't seem to think of them right now. I hope this helps. Oh yeah, do watch the History Chanel. Like every thing is military history and coverage of battle tactics is very good.
 
Wikipedia, a comprehensive world history atlas, and a nice historical book on the time period doesn't hurt either.

For example, a book on the Punic Wars is really helpful for developing Classical Age armies, tactics, and even governments, in the Med of course.

Also, there's a great book out there called What If? It's an alternate history book that deals with all sorts of popular PoD's.

SECRET: Have yout noticed that most things considered impposible are also usualy the untried? For the time being we have no plans of conquering anyone... bu we need the trade in Brittany as Tarttesos destoried any chance we will have richer trade...
