Story
90 years ago,there was a man...His name was <insert random turksih name here>.He had 4 sons.This father had schooled these 4 sons in the arts of battle,and propperty management on his farm.There were many tribal wars in the turklands,and their father was a respected officer.
One day this man died,and his 4 sons,Malldrow,Swahili,Joe,and Baldwin vowed to unite these warring clans for their father.They split up,and went to different regions,and united the clans of those regions into their rule.Their sons,kept the legacy continueing,uniteing more of the clans,and finally their grandsons were there.The grandsons had finally united the last of Turkey,and were meeting to set up a centralised government.
The name "Nuion" came up from the leaders,and a figurehead leader for this Nuion was yet to be elected by the leaders.So the 4 states of Turkey waited patiently.

The governors unanimously picked Norseone of Sivas to be the leader.
The Nuion would then have re-elections every 4 turns.The different turkish states would meet,and vote a new leader for the Nuion.States added to the Nuion do not count untill the secont election time durring their status as part of the Nuion...Only then may the governor of that state be be a candidate for leadership of the nuion.
A Nuion leader must also be a decendant of <insert Great grandfather's name here> like the 4 brothers,in order to be leader of the Nuion.
The leader would then provide direction for the Nuion,and take control of all the government funds.Government funds are the money collected from the trade routes of the Nuion.The governors would have right to vote on the spending of this money,and the leader would have the right to veto,for he has last say in the spending,of course,as he sends orders for the spending of Nuion funds.
States can be added to the Nuion,but only by unanimous vote by all the governors,including the leader.

The Death Of Leopold And The Slavic Rebellion
With the death of Emperor Leopold the Slavic tribes saw it as their chance to take control of the country. For Aurelius - the new emperor - it was his first real test of power, he knew now that he had to deal with this uprising and do so in a manner which would prevent further attacks upon his throne.
Aurelius was a man who had grown up close to his uncle Artemis. Developing a keen sense of military strategy he was a fantastic warrior and had served under his uncle while only 15 in the Roman campaign. Now Emperor he decided on a solution to the Slavic uprising which would for ever more cause great resentment towards the Austrian government from the Serb and Slavic peoples. He mounted his horse and led his best military unit to destroy the small Slavic force.
It was a rout. The Emperor's troops were unforgiving and killed every last one of the Slavic armies men. The Slavic chiefs were forced to flee Austria and went into hiding in Bulgar.
The Emperor was infuriated at not capturing the Slavic chiefs and as revenge he ordered his men to burn the tribes villages into the ground. It was carnage, thousands of Serbs and Slavs were forced to flee the country into Bulgar to escape death and persecution. The few who stayed were forced into hard labour on the fields for the new Austrian Lords who were given the old lands which belonged to the tribes.
Aurelius held in one fell swipe ended any hopes of there ever being a Slavic or Serbian leader of Austria. He created a tough new tax system and enforced it by creating Lords to oversee his Empire. Aurelius died after only 8 years in power but his legacy lives on even to this day.

Constitution of the Nuion of Turkish States
We, the Turkish states of the Nuion, completely and unanimously agree that we kick ass and PWN j00 n00bs completely
Section 1-Powers of the Leader
Article 1
The leader is to be elected by a majority of the states every four years, with no limit to how many terms they may serve
Article 2
In the event of a tie the former leader will break the tie deciding who the next leader will be, even if it is himself
Article 3
The leader will be commander in chief of the Federal armed forces
Article 4
The leader will conduct all matter of foreign affairs, including alliances and trade deals
Article 5
The federal government is to acquire its funds from trade as well as donations from the states
Article 6
The leader is to command the federal army of the Nuion, to be comprised of donations from the states and be funded or hired with funds allocated by trade
Article 7
In no way is the leader allowed to allocate funds from the national treasury to his own or any other state without approval from a majority of the governors
Article 8
In no way is the leader allowed to favor one state over another
Article 9
In order to go to war the leader or a governor may send out a call for war. If a majority of states votes yes then the country goes to war. The president may issue a veto on the war after which another vote is held, if ¾ of the states till wish to go to war then war will be declared.
Article 10
The leader is to appoint a time each day for the governors to meet at the Governors Hall to discuss the affairs of the nation. Any Governor not present at the "Governors' Hall" meeting does not get their voice heard in those matters untill the next "Governor's Hall" meeting.

-Increase economy by building more canals and farmlands
-Establish a court system so that the people can bring their complaints to the Government without rising up. Have 8 classes of officials: Level 1, village officials in charge of disputing small disputes, like land, food, and wage disputes. Level 2 officials are in charge of county disputes between villages and large numbers of ppl. Level 3 Officials are in charge of settling disputes between county, and in charge of murder, rape, and other high offences against the Throne. Level 4 Officials are based in the Capitol and are in charge of the treasury and carring out orders from above. Level 5 Officials attends the Emperor's Court and are the lower ranks of the Judges, Generals, and Treasuries. Level 6 are in charge of their respective levels of Judges, Generals, and Treasury and reports directly to the Emperor.
-Have my army stay on defense, have where ever they're stationed they are to defend, and not live in the ppl's house, but build a camp, and purchase food from the residents.
-Decree that all farmland owned by the father will be spilt and given to the first 3 sons, the other sons will have to go to the cities and make a living there.
