In short, I agree (and thus have transferred this) that the Roman UHV is often dependent on variables outside player control. While not all of them can doom the Romans, a combination certainly can and will, especially in early conquest. As such, I would propose that Rome gets one or two more starting legions, a trireme and one more settler in order to compensate for this, or an event is added for both player and computer to simulate the Punic Wars, spawning 3-4 legions and a catapult by Carthage while also sending Carthaginian troops to Northern Italy and Spain. This could make the event a bit of a tradeoff, and encourage Rome not to immediately gun for Carthage.
Why can't workers spawn along with everything else? The current system makes capitals less flexible.
Rome's UU, UB, and UP are all fine and shouldn't be touched. The UHV needs to be a bit more realistic, as it requires a fair bit of luck. In order to complete it, the following needs to be true:
1. Oracle is not built Agree
2. You can trade with Greece for techs Somewhat agree
3. Carthage is defended by two Archers only Agree
4. Egypt has not researched Archery and Bronze Working Agreed
5. Greece's Hoplites are in Persia only or have not been sent yet. Agree somewhat
6. Barbarian naval units ignore you Bah, not really
7. You get lucky combat rolls with Gallic Barbarians. Early on? Sure

P.S. Rome got stripped of its Turn 3 Workers. Is that intentional?
