You can..the Peter AI cannot

I'm not so sure about that. If the defending AI parks its rifles in city and the attacking side uses its siege first which they sometimes do that's exactly the protocol to kill the rifle stack. I'm sure I have seen Shaka and Shaka-likes do that.
