We find it hard to believe the sincerity of your latest diplomatic message, given the utter hostility of those before it, in which you demanded the destruction of the Soulon league, but now, you seem to only wish for payment in return for peace? 80e is a but a small price to pay, but how do we know that you simply won't take the e given to you, and use it for continued war against the Soulon league? We will provide you with your 80e, but only in payments of 17e over the next 5 years, with 5e extra given for interest and/or any inconveniences.

And yet, every single diplomatic message received from the Gardeners but the last pair, have demanded, in some form, the complete destruction of the Soulon League. We are willing to pay 20e over 4 years, if that is more acceptable to you.

Additionally, are you willing to agree to, and sign, the treaty proposed by us, provided another term detailing the payment of the 80e to yourselves is added?

PI Aiur was pleased. A détente with the Vazan had been secured; the treaty had been almost...fair, something only the Third Way had really advocated. Having secured this a series of 5 year development white papers had already been created; total colonisation of treaty areas could be achieved in the first 5 years, the end of this period would coincide with the election dates. It was also hoped by the cabinet that the Genesis Project would have born fruit by then.

What annoyed her wasn't the arguments regarding the finite resource of the Zavi Solar System, knowledge of the Genesis Project was after all top secret. Nor that the Cybernetists had organised such massive protests to the détente, those would die away with time. It was the whining of the Kations who had been sent to Zavi II. Already the Kation nature had asserted itself; they had begun to adapt to the Higher Gravity conditions. A rather much more secret document had asserted that under the high gravity conditions Kations COULD fight better than the Vazan, although this fell into the remit of counter plans developed in the unlikely case of Vazan betrayal. However, If the anger on Zavi II persisted it could eventually turn into a leadership challenge from within her party or even impeachment.

Mission Statement
Primary Objective
To develop the capability to travel to far off systems, build habitats and exploit a system; preferably being the only power in the system.

Secondary Objective
To find and settle a system with some of the following; A Garden World, Exotic Gases, Rare Earths and further Heavy metals. Certain groups of scientists are keen to be able to secure and study some of the mysteries of the universe for study; although what form this will take is unknown.

Terminology

Far off systems refers to systems up to four light years away.
Garden World refers to a planet with an atmosphere and carbon based life; preferably with no toxic or poisonous elements and of optimum temperature for habitats.
Exotic Gases Rare isotopes of noble gases, particularly He3.
Rare Earths An abundance of light rare earth atoms.
Heavy Metals An abundance of heavy and transuranic atoms.

Secondary Objective

Spectrographic results obtained from the stars of Kaus, Heze, Gemstar and Errai [2] have been used to estimate the presence of Exotic Gases, Rare Earths or Heavy Metals. They suggest that Gemstar has an abundance of Rare Earths although further experiments also tell us that the system is quite small. That Heze has both Heavy Metals and Exotic Gases and is quite a large system, compromising up to nine planets. Lastly they also suggest that both Errai and Kaus whilst larger that Zavi lack any materials of specific interest.

Further investigation of other star systems is likely to involve physical investigation of the system; Prime systems of interest would be: Minkar, Gris, Arrakis, Azimech, Horn, Izar, Subra and Wei due to their relative proximity.

In response to questions regarding our justification for hunting for systems with these resources our economists have put forth promising reports suggesting that the economic bonus from more than one of these materials is likely to have a compound effect on the economy. [The Journal of Economic Science] has lately published a report suggesting that with the presence of all three resources and the volatiles that most systems have a bonus of up to 144% could be immediately realised with huge potential for growth with advancing technology. [3] Unless Dis tries to change it; current formulation of a 25% bonus is calculated as a series of IF statements: so if all true: 1.25*1.25*1.25*1.25 = 2.44 Compound effects responsible for that 44% there. Thus there are some LARGE bonus's to be accrued through exploitation of these resources. As a note; Factory and University bonus are also affected in the same way so having both (100% bonus and 25% penalty): 2*.75 = 1.50 i.e. only a 50% growth and not a 75% growth.
 
So anyway funny story - in my infinite wisdom I deleted everyones orders rather than saving them to file as I intended.
