So I decided to make a thread to make plans for those civs that Firaxis won't be making any time soon. We can make beta versions of those civs, and then can improve them as we learn, for example, to export leaderheads into Civ.
I'll put in some of my suggestions. Feel free to comment on them or to offer your own.
Brazil
Leader: It's gotta be Dom Pedro II. He, of course, will speak Brazilian Portuguese.
Capital: Rio De Janeiro
Symbol: Brazilian Globe
UU: Bandeirante
UB: ??
City-State replacement: Change Rio De Janeiro to Montevideo
Gran Colombia
Leader: Simon Bolivar, who will speak Venezuelan Spanish
Capital: Bogota. The City list will actually encompass Colombia itself, Venezuela, Ecuador, and Peru. Panama was also part of Gran Colombia, but barely due to the Darién Gap. They would be better off as a city-state.

Inuit
Leader: Let's go with Aua, a famous Greenlandic shaman. Shamans (Shamen?) are probably the closest thing they'd have to a leader. We could probably get him to speak Inuit. The phonology of that language isn't hard.

UU: Dog Sled
UB: Igloo?
Canada
Leader: Trudeau. A bit recent, and some people don't like him, but I can think of no other leader who represents both English Canada and French Canada so well. He'll probably speak Canadian English, with the occasional "Mangez de la Merde" thrown in.

Capital: Ottawa
UU: Mountie
