Ulema
This is a section of the Shura filled with the Ummah's religious scholars. They do not govern any territory, but they do act as a supreme court. Any decision/council may be vetoed by the Ulema. In addition, they can cast their opinions on certain issues in the Parliament. They're also the body to solve disputes between counselors.
Ulema: citis and SouthernKing
There is no limit on the number of Ulema, so it'll always be available. Although they do not interfere directly in anything, they may change others' plans and are the ones that solve disputes, so it's a good amount of power. Also, as any counselor, they have the right to vote on any issue open to a voting.
Also I need to contact DKVM because it seems he really left CFC, or at least S&T. With his answer I'll know if he is willing to make his position available or not. This is it:

Tell us which one you like the most so we can add you to the Council. Also there is nothing prohibiting you to be a simple counselor with no role. As a counselor without any role you still have the power to give opinions on the group and vote on matters open to a voting.
We also have a list of counselors waiting for the next available province. For now only Adhiraj in on the list, in his special position waiting for the creation of the Persian Province (that's now settled for when we are done with the Safavids). To be part of the list just state your intention to inherit a province. If it's a specific province, and nobody claimed it yet, you'll be assigned a special position like Adhiraj.
Also you can have any role and still be part of the waiting list. Normally we don't make a Counselor responsible for more then one role, so when the province becomes available, you'll probably change your old role for the new provincial role. Recently Noob was the Admiral of the Ummah*, but he changed this role for Dar al Arab (Counselor of Arabia) when VGL left us, and Caterpillar was an Ulema until we finally conquered Ethiopia, making him resign the position of Ulema and become Dar al-Abyssinia (Counselor of Ethiopia).
