In an attempt to make this post something but spam, I have a question for das. Don't you think that conscript and irregular divisions should get a separate training stat, kind of like levy thousands in ITNES?

Sometimes the quality of the guerilla troops is a lot worse (or better) than the standing army.

IMO all those minor stats like culture, infrastructure etc need a re-work. You rarely read something about them at all. Investing money into them, rather then into military or economy, seems rather useless to me. They should either have a much more important role, or they should b deleted.

Well, possibly culture and confidence could be reworked, to make it impossible to grow them with JUST eco. points. Infrastructure DOES matter, btw.

I'll probably add the size stat as proposed by Disenfrancised, though.

its true, either we need to attach more realistic effects to high Culture etc, or simply state "Sometimes used by mod to determine something that happens that is not within the scope of the rules"
