OCC: I've given it some though, and I think both styles are fine. Milarqui is playing that character, let's call him Igmund, for the story's sake, and Igmund is that fussy leader who plans stuff out. Tsoate is just someone who isn't one of those planners as he's defined himself.

IC:

We go to hunt the buffalo."The several farmers conferred among themselves. Eventually, one was pushed from the pack. It was Carl Jarlson, or as he was once referred to on a drinking night, Fool-Head-Plough-Man.

"Who sends this orders." Spoke Jarlson.

"These orders come from Igmund, The-One-Who-Plans-These-Things."

"Why chose simple farmers?"

"You can wield bows as men are trained to do. We must face the threat of the buffalos together."

"Indeed. They are a most delicious threat to our way of life."

So the warriors and the farmers went out and they killed several buffalo. And they had food. The End.

Of course the new guy is a novice in the art of digging! Because he hasn't trained at all!

If you really don't want to work with him, then pick one of the other miners and make him teach the new miner how to work under our town, I doubt that will cripple whatever you are going to do in the mountains.
 
People! We need to organize a government to lead us. Currently, we are in a state of anarchy, where everyone does whatever he wants and everyone votes on plans. We need a strong central democratic government.

Well, I already pushed forward my candidacy for becoming the Expedition Leader. Since I know I do not know everything related to each person's abilities and such, my plans for each season would be to present a sketch of actions to arrange for the season, and then, as people proposed other ideas or made suggestions, I'd modify said planning.
 
In order to end the chaos and anarchy, and in order to build an orderly society and a state that can develop, I have decided to propose this constitution:

Constitution of the Republic:
Chapter 1: Consul
1. The Consul is the Supreme Head of the Republic. He is the Head of State and Government.
2. The Consul is elected every 4 Turns by popular vote.
3. The Consul must appoint three ministers for the three ministries 48 hours after his election.
4. The Consul has the power to override every minister's decision.
5. The Consul can fire a minister, but he must appoint someone else to replace him withing 48 hours.
6. The Consul has the power to create new laws, as long as they do not come in conflict with the constitution.
Chapter 2: Elections
1. All citizens older than the age of 20 have the right to vote for the Consul.
2. Elections take place every 4 turns.
3. Before the elections begin, those who want to be candidates will have 48 hours to submit their candidacy.
4. Once this time passes, the elections will begin. The voters will have 48 hours to vote.
5. Each man has one vote.
6. The candidate with the most votes becomes Consul.
Chapter 3: Ministers
1. There are three ministers. The Minister of Defense, the Minister of Interior and the Minister of Justice.
2. The Ministers are appointed by the Consul.
3. The Minister of Defense has command of the Warriors.
4. The Minister of Interior orders the workers.
5. The Minister of Justice is the Judge of Republic and solves differences between the citizens.

Along with this constitution, I also propose a law:

Law on Security:
1. 2 of our current warriors will become Policemen.
2. The job of the policemen will be to keep the law and enforce the government's laws.
3. The policemen will under the command of the Minister of Justice.
 
OCC: While I'm not against the idea of some kind of charter, I find ourselves declaring ourselves a republic a bit peculiar. We are a colony of Stormwind, and really a bunch of settlers. To turn around and assign ministers when we have a population of ~50 is high-minded, but I don't believe it is practical at the moment. We don't even have a fortress yet. I think the time for hashing out something like this is down the road, but not during the second turn.

OOC: I believe that 4 man government out of 50 citizens is good proportion. Not to say that updates would get faster, as decisions will be made much faster, since there will be no need to put on vote every plan and wait until everyone agrees.
 
- We are not an independent nation. We are an expedition sent by our Emperor to colonize this region. Any legislation we made would have to be approved by the Emperor and his Council.
- We are but 52 people, and we are not completely self-sufficent. If we were to declare independence, the Empire would either completely cut off any supplies they were to send to us or invade.
- Again, we are 52 people. Having three ministers increases the confusion and reduces efficiency.

Though, I am not saying that your ideas aren't good, they simply are unsuitable for our current situation.

Therefore, my counter-proposition would be this:
  • The Mayor
    • The Mayor is the leader of the colony.
    • The Mayor is responsible for the good organization of the colony, the direction of its efforts towards an efficient pathway and the distribution of migrants between the working groups.
    • Before every season begins, the Mayor will present a budget and list of projects that are to be achieved.
  • The Council
    • The Council is formed by the main leaders of the colony (OOC: the players), not counting the Mayor.
    • The Council advises the Mayor in the organization of the colony.
    • If warranted, the Council may overrule the Mayor in his decisions, and make him renounce to his position if unanimity is achieved. The Council will then rule the Colony until the next Elections.
  • The People
    • The People are all the inhabitants of the colony of Nessia (OOC: the best name I could come up for our colony) that are older than 18 years.
    • Any member of the People may address the Council and the Mayor on his or her needs.
    • The Mayor's and the Council's orders must be obeyed by the People.
    • If a member of the People has concerns for any orders, they may address their concerns to the Council. If the Council disagrees with him or her, the member will drop his demand.
  • The Elections
    • Elections for the position of Mayor will be held every Autumn.
    • Candidates must present their candidacies at least 48 hours before the elections are held.
    • Every member of the People has one vote, which must be cast within 72 hours.
    • The candidate with the most votes will become the Mayor.
    • A Mayor may be re-elected indefinitely.
 
Note that I won't have the peasants vote in any of your elections, only the players will.

In any case, I give you 6 hours to decide on the miner dispute. The elections will be held next turn, I would assume.

I've made my suggestion already. 4 miners, including Sam Kinghorn (Tsoate) go to the mountains, while the last of the original five miners - the most patient one, I guess - stays behind to teach the new miner how to work with a pick, extracting rocks from the soil near and under the fortress.

I'm not the one who decides who are the main leaders of the colony, nor the Mayor would do. It would be the People who choose them.

Of course, if you don't like my proposal, you are more than welcome to present yourself as a candidate to Mayor and put forward your Constitution as the law. And when the Emperor's troops come around to arrest whomever declared independence, I'll happily point out in your direction.

OOC: Well, maybe if I knew what you wanted those two crafters for... Also, I don't know why I must do what you say but you can't suggest a possibility to ensure everybody can be happy.

2 make shortbows for hunting, and crossbows for some of the warriors.

2 use iron and coal to make tools and swords.
2 help the miners fashion a sleigh which a buffalo can drag
1 use rocks to make crafts that can be sold or exchanged for useful products.
2 make rock blocks for wall-building.
Farmers (16)
3 continue fishing.
5 work on the farms.
3 keep getting wood.
5 go hunt, using the shortbows.
Miners (5):
5 keep excavating in search of ores in the mountains.
3 excavate under the town, both getting rocks and excavating rooms that may act as refuge.
Warriors (8):
5 go with the farmers to protect them as they hunt.
3 continue patrolling around the town, and are given crossbows to help kill any buffalo that stray too close to the village.


Farmers know nothing of felling a buffalo. We need the warriors, armed with bows to do this. If you capture a calf, give that to the farmers. This would be but one or two missions, we do not need to split the warriors between different things, send them out one day on this mission, otherwise they can remain at home defending us.
