No, but they do use their economic might (and sometimes military) to strong-arm other countries into economic dependency and unfair trade agreements, which is the most essential form of empire-building. You are surely aware of our foreign interventions that exceed Monroe Doctrine excuse-making?

Can you give me tally on how the Native Americans voted? Is the CSA still independent?
 
I think the concept of "manifest destiny" was pretty clear... Western civilization would advance to the coast... the areas settled by those folks, the USA made them states, by votes, over time.
I don't defend any injustices to the Indians.
It wasn't the USA being imperialistic... it was western civ.
