Hence my proposal to Begin construction of a space station to house the people, and form the Center of Federation government. This station would be constructed from metals gathered from the wreck and from planets in the area. This way, we would not be infringing on others. With replicators working full time, We could likely build this quickly, especiially if we sacrifice a number of the Civilian freighters or one of Galaxy Class Ships to form the core.
If we can find a planet that does not have intelligent life, would not that be better for semi-permanent placement of refugees? Most are not used to life on ship. I do agree that a permanent space station is necessary, if only to consolidate our space-based resources in one place.
Without giving away our presence, try to listen in on any planet based communications to try and determine either what the natives call their planet or what they call themselves. Use that to name system. If not possible to listen in, or not possible/unable to figure out what they refer to themselves as, then give system a provissional name of LMC-G-1 until a name can be decided on.

You are not imprisoned. I'm only keeping you here until you get your bearings. You have been in those stasis pods, from what my scientists tell me, for over 300 years. Sit down and we shall try to figure out what happened.
To USS Temeraire: I suggest we calibrate our time to approximately what we think the current Stardate would be had we not found ourselves where we are. It will allow for easier tracking of time. Additionally, I am transmitting what we find at these local stars.
To the fleet: could all ships please forward a copy of their current time, compared to the proposed time we are to sync to, to the Olympia, before they sync their clocks. we wish check for temporal discrepancies. while it is unlikely, if we reset our clocks without looking first, we will eliminate the data needed to discover it.
Captains Log:
The Agamemnon has been ordered to join the fleet around Earth. We arrived an hour ago and took our place in the battle line alongside our escorts, the Centaur class destroyers USS Indefatigable and USS Resolute. It is my hope that the fleet at Vulcan are able to defeat the Borg and this gathering ultimately proves unnecessary but should the worst happen I am confident in the skill of my crew and myself and the endurance of my ship. Although the Agamemnon was crippled by the cube at the Battle of Sector 001 it survived and many crewmen escaped assimilation. This gives hope to the less logically inclined members of my crew.
Captains log:
Vulcan has fallen to the Borg. Morale is low. To limit the damage I had all communications from the Vulcan defence fleet routed to my ready room monitors alone, sparing the crew from the details. I feel the battle lust and thirst for vengeance from my Klingon heritage stirring within me. Fortunately my training allows me to keep it in check but it has never been this strong before, not even at Wolf 359.
Captains log, supplemental:
Following the fall of Vulcan we made ready to defend Earth to the last man, but it has not come to that. Prior to the arrival of the Borg a spatial anomaly has displaced the Agamemnon. We have not yet fully ascertained our new location, but it appears we are beyond the galactic rim. There are no signs of escorts or other Federation vessels but due to the size of the anomaly it seems likely that many of the defence fleet would have been caught up and either displaced like us our destroyed entirely. I have ordered the Agamemnon to hold position for the time being in case there is a temporal displacement and other vessels will appear in the future. In the meantime I have ordered our shuttles to search local space for signs of intelligent life.
Although I am put in mind of the plight of the USS Voyager it seems illogical at the time being to attempt to return to the Federation, the journey will take generations at the least and the probable loss of so many vessels from the fleet makes it likely that Earth has been assimilated.
Captains log:
One of our shuttles has intercepted Federation communications. From what we have heard it appears that a small fleet has also been displaced here. I have ordered our shuttles recalled and set a course for this fleet at maximum warp.

We have detected you presence and are making best speed to rendez-vous with you. We expect to arrive within two days.
