I think it's safe to say Spain remains pathetic and tech modifiers are still all over the place in this version of 1.18...

The Moors on a 3000 BC start might just be the strongest civ in the game. Not only are they strong in general, but Phoenicia will have highly developed cities ready for them by the time they spawn. Another issue is that even if Spain manages to conquer Cordoba, it will always be handed back to the Moors in congresses. Presumably a large factor in this decision is that it's part of their core whereas it is not ever part of Spain's.

I think it would be better if Spain could expand its core to the Iberian Peninsula except Portugal after expelling the Moors (in addition, the birthplace of the Moors should be located along coast)

Problem with Moors - they have no enemy now. Spain is weak, and after (if) failed scripted conquer event loose interest to capture Cordoba. No connection with Egypt, so Ottomans, If even strong enough - will come. Christians kingdoms don't want attack them. Reconquista? Don't hear about it. We need more hate between Islamic and Christians kingdoms.

I sometimes see France colonizing the Moors' territories in North and West Africa in the later stages of the game, but France seems to lack interest in Iberia. Perhaps Catalonia can be given to them as French conquest area?(This does have historical basis, from the Spanish March to the Thirty Years' War and then to the Peninsula War, France has always been interested in Catalonia)

I have been agitating for Spain to get their old core (Castile + Andalusia + Aragon) since 1.18 dropped. Unfortunately Leoreth hasn't had time to do his let's play of Spain so until then all we can do is screech about it.

Realistic crusade could be a very elegant solution. Simply get a unit or 2 from all AP members and land it in Andalusia. Spanish were aided by people seeking glory from all across Europe.

UPD. They probably spawn in Scotland, but Scotland under other Independent control so they teleport to that forest. Look like they go far away from me in tech

France also needs to be highly interested in colonizing the Moorish territories, possibly even through the colonization conqueror event to establish French Algeria and French Morocco either through the full conquest, partial conquest or just vassalizing
