Yeah the Louvre is one of the first post-classical wonders without any religious requirement, I guess because it's contemporary with the game's version of Secularism?

I try to go for it playing as Japan for the UHV even though it comes very late.

Cool! In my games it's usually Mughals. I've also seen Japan get it a few times too iirc. As a science-y person, I tend to go for Hermitage instead.
