Can you buy large quantities of things like Tannerite over the counter? The top Notable Incident on wiki is about someone who set off 100 lb, and it seems like it was only a problem because he was on probation. From their web site it is $75 for 10 lb, could you just walk into a shop with $750 and walk out with 100 lb of tannerite or some similar binary ammonal?
 
Considering there are youtube videos of setting off 100 pounds of tannerite, maybe? Most stores probably wouldnt have that much on stock would be my guess, and would have to special order it. Local laws will vary, so some areas may have limits, require permits or ban it.

Tidö parties also want to tighten the suitability test of people who want a firearms license. The police and the National Board of Health and Welfare are due to submit an initial report on this in September.

At the same time, a series of easing, including an expanded gun wardrobe -- from four hunting weapons to eight, with the possibility of a ninth and tenth if hunters can justify a need. It will also be easier for legal gun holders to store weapons in a place other than at home.

In addition, the licence for goalscorers should not have to be renewed every five years as today, something the Police warned about when it considers that it fulfils an important role in ensuring that only people who have actual need of these weapons are allowed to possess them.
