Yes, but Olaf is the one who said he'd run Ultimate Elimination II. I see no reason for it to be taken away from him for simply camping.

People use to hate me when I camp the elimination threads either side of midnight to get a couple kills in the same night. So, yes, by their standards, camping is bad.
