Inside of Blender can't you just go into object mode, right click on your spearman model, hold shift, right click on your skeleton, they should be both highlighted now, press the space bar, go to object-> parent -> make parent. Choose armature. Choose not to to create new vertex groups. And that's it, it should be attached to the armature. To check and make sure, click on your armature and go into pose mode and move around the bones, your model should distort with it. Fool around with it to make sure everything is moving properly and reassign the vertices as you see fit.
When you export it, it should be animating. I don't know if it will be animating correctly but he should be moving about. It's very simple and I would do it for you but I am busy at the moment, blasted midterms coming up around the corner and all.
