I don't think I can agree with that. Republicans have won no end to the Bush Tax cuts. They have won the idea of cutting entitlements, instead of taxes or any of the spending increases of the Bush years. They blocked single payer health care. They've blocked the Consumer Protection Agency from having much of any teeth. Same with Dodd-Frank. They've blocked most regulatory reform, or at least weakened it to the point of uselessness.
That kind of demonstrates my point. They've won "No end to the Bush Tax Cuts", stopped tax increase or cutting spending increases and blocked, blocked, blocked. In a presidential election, they're going to have to put forward some plan other then "I will block Obama."
 
Obama's incumbency is against him rather than for him, as his term has seen lackluster economic performance and a continuation of many Bush era policies.

So continuation of the Bush era policies is a negative meaning we have to elect a Republican to give us more tax cuts and less regulation and an even further exploding deficit. I am mocking this but it is the way people will vote, you can count on it.
