When it is build-able you should already have a handle on loyalty, and the two cities you settle will not be worth much (maybe settling some islands for seaside resorts, but even then...).

I just think it's a really cool wonder, both the wonder itself and the effect. Making a desert city, usually pretty useless, into a great city is just an awesome idea. I really enjoy it when I get to build this wonder and transform one of my cities!

I think it should be nerfed to a 6 tile range of effect, similar to Colosseum. Getting double naval units in ALL cities for the rest of the game is just crazy.

Otherwise, though, I'm seeing a lot of decent wonders being downvoted before some very bad ones. I'm going to focus my initial upvotes more on saving some of these than on distinguishing between the the best wonders.

Great Library - 12 (11 + 1) The original bonus is underwhelming given its placement in the civic tree, but the new one can add up to a lot of science over the course of a game. There are three great scientists per era, and while they won't all be earned, I do find that a lot fewer are skipped under the new era system than were before. In anything remotely resembling a competitive game someone else is going to get some of these (and in a culture, religion or military game, other people will get most of them). This means plenty of Eurekas, almost certainly adding to more science than, say, the free techs from Oxford, which is still at 20 points. The great work slots aren't worth building a wonder for but are a nice side bonus.

Sydney Opera House is definitely the worst, though given its cost and civic tree placement. By the time you're able to complete it, it's quite possible there will be no Great Musicians left to earn. Hermitage is probably the least bad, since it frees up stops for easy to fill archaeological museums.

Even on maps with little need for a navy it is very good. AI doesn’t prioritize it, it is empire wide effect so it can be build in a smaller city to not take a slot in your big cities, and you can easily get most of the great engines as the AI doesn’t seem to favor GE points. On maps where you need a navy it call help you two early armadas and early iron clads/battle ships to crush the AI.

Taj Mahal - 14+1=15 - I wanted to give a point to incredibbly good Pyramids that can save me huge amount of production from builders, but I have to give points to this. It's not trash! I don't play on epic or marathon, and I prefer not to get in dark age, so this wonder is something I head for every game. It comes in the middle of the game. I don't feel it's late. And there is one more bonus - it's one of the, if not the prettiest wonder in the game.
