Kaiser Wilhelm. The English were looking for an alliance on the continent to offset the threat Russia posed to their colonies. Germany was their first choice, a natural, family you know, but Kaiser Wilhelm would have none of it. The Kaiser's anti English obsession led the English to make up with the French and so brought into being the alliance that would defeat him. Not having the UK on his side led to the loss which eventually resulted in Hitler becoming anything but a Jew hating failed painter, and brought communism to Russia which led to Stalin. So two of the greatest mass murderers coming to power can be laid at the feet of the Kaiser.

Edit: Actually all 6 of the choices in the OP were defined by the choices the Kaiser made.

No matter how much some on this board hate that idea, but France and England were de facto tied by their extensive colonial Empires. Controlling sea trade at the global level could only be performed with the cooperation of both powers.

The great dream of the Anglo-German alliance which has wet the pants of generations of forumers on this board could just not happen because no matter what, England had more interests in common with France than it did with Germany. France has built the Suez canal, it controlled half of Africa and South East Asia + multiple spots in the Pacific Ocean. It's not to Brits that we would learn a good global trade requires quiet seas.

Of course it did. Just like globalization nowadays is the best guarantee of peace between the major powers worldwide. Once you share economical interests with your rival, it suddenly becomes an undisputable ally.

And for the matter, both colonial empires became so big that it couldn't work without a cooperation between both navies. Controlling global trade together was more important than past quarrels about Joan of Arc.

Probably none of us would be there if Hitler was killed young, but this also apply to many other minor events. We shouldn't forget that we are just the result of the meeting of one spermatozoon with one ovum. If ejaculation happened only few seconds sooner or later... it wouldn't be us who would be there. ;)

I am going to take the most selfish but still responsible stance:

I want historical figures like Hitler or Stalin born - because otherwise I would not have been born for their immense impact.

So I feel limited to choices which do not impair with my desire to exist.

In that case - I go for Gerhard Schröder.

Under his head the shameful reformation of public German retirement planing has been born, which will leave 40+% of retirees impoverished. According to official estimations. Not because it is necessary. But because it is opportune.
Also, I do not buy the (by the media tirelessly repeated) narrative of his reforms having miracled German economic strange. I think China had way more sway on that than any German politician.
Moreover, without him, I see good chances Angela Merkel never had taken hold. Which I welcome, since Merkel is IMO the probably most inept politician in German history regarding internal politics. Since she seems utmost disinterested in any of it.
