ZPNESVI Discussion Thread (Nesse)

House Demetrii would like to offer its services in designing and constructing irrigation systems to the Rothunia and Warmani clans for a small nominal fee.
 
Who would train the outlanders in defense and what not? We already patrol the Outlands. The fight came from within, not without. A training program would be quite fruitless.
 
And the Rouge clan should be punished, but their punishment should be a joint effort between the Outlanders and the Nesse folk.
 
OOC: Doesn't the Nesse Army also protects the Outlanders? This is a sticky situation for me. Clarification would be greatly appreciated.

IC:

An issue appears to have been brought forth by the unprovoked attack of the Rogue Clan, communications between armies. Perhaps a signal fire could be established between the fort and the army or an efficient rider/dispatch method. Better roads, designated routes for riders, clear path for riders by forcing non military personal off roads/path as they race/march through. (OOC: Similar to the Roman method.)
 
Alya sees nothing wrong with the Bear clan conditions. They could be something like a "special forces" OOC or unique unit.

to Delphino Clan
We believe our clans should continue our work together and work closer from now on. Alya is interested in enlarging the number of ships and types by far more then the current number. Also with the civil war in the Sea Empire perhaps we could soon out pace the Sea Empire naval abilities and with your growing influence in their cities we may get more trade routes and maybe even more...

to Dredzen clan:
We Alya wish to begin buying wood on a regular basis. We are interested in creating a shipping industry in Nesse and need much wood for this process.

to all of Nesse:
The Cyrians will come and destroy unless we stop them outside of the borders. We all must unite now to form the largest army Nesse can muster and to destroy the Cyrians so they would never come to this portion of the world again.

We hear word that you have made a new mixture called concrete, which we believe would be very useful in our line of work. We ask that when you are able to aquire the proper ingredients for this concrete that you teach our masons how to make it.

To: All Elites

Many of your great mansions lie in disrepair after that horrible earthquake Nesse experienced. Is it befitting for the higher class of our great city to have homes that lie in ruin. Therefore, the Silivus Clan offers their masons to any Elites wanting to rebuild their mansions, for only a small price.
 
Justo Clan

The Justo Clan agrees with the Alya Clan. The Cyrian's cannot be allowed to gain influence over Nesse. The Elites will be stripped of their titles and wealth forces to be subservient to Cyrian nobles while ceding their wealth to fund Cyrian expeditions. Nesse citizens will be burdened by Cyrian occupation forced to submit to Cyrian law and abuses and Outlanders will be forced to tribute portions of their goods to the Cyrian's for "protection" which we can provide ourselves.

If the majority agrees the Justo Clan will provide its war bands to the generals in charge of combating the Cyrian scourge.

In case the city moves too slowly to act, we wish to make sure the Justro clan war bands are to be ready for a battle against the Cyrians in the plains of southern Nesse. Alya will bring its numbers to battle with whoever joins us.

Your warriors are welcome to join the army. As stated in our training manual each group will have their own leaders appointed by a Tribune or General. If the Bear Warriors wish to fight as a clan, it can be arranged.

To Senate; Nesse


We will move our army to Nesse's southern expanse and prepare a defense in coordination of the Fort at Iaeda. Also a small detachment of 100-200 men will be sent to Riva to claim that town as Nessian. All this with approval of the Senate of course, but Lucius Wolf feels this is the best course of action.

To Senate; Nesse

Alya seconds this and promises to send its fine men to battle.
 
The House of the Horned King notes that the Boar Tribe occupies the southern approaches to Nesse, through which any Cyrian Army would likely move. As the Wolf Clan has not wrecked our relations with them yet, we believe an alliance should be forged to combat the Cyrian threat together.

We also request the right to send missionaries to Riva and the Boar Tribe, along with the Golden Tribe if they will have us.
 
We are currently engaged in business arrangements with the Boar Tribe, strengthening their relations with Nesse. But we ask that they not be pushed too hard, too soon.

Also, we ask that no decision on war be made until the Moderator of Nesse puts it to a vote.
 
The Fire Clan will maintain the fort and allow the army to utilise it, and send its elite infantry force to harass the Cyrians far from Nesse territory and try to learn as much about their military makeup as possible. We offer for the Wolf Clan to send a few observers with the force in order to let them gain their own information. It is important for the two fighting clans of Nesse to work together during this crisis.

We believe that the military or perhaps veteran outlanders would be in charge of the training program.

The difference between the training program and the status quo is:

a. A police force in the settlements would be created to ensure basic law and order (not necessarily Nesse law). As of now, this does not exist. Hopefully the Watchmen can assist in training these police units.

b. A militia, not a standing army, would be trained in the settlements. They would be better armed with the benefit of Nesse funding.

c. Portions of the Outlander clans can be trained (they will not be forced) to better protect their own clan. They will also be given better weapons.

While the Drezden may be doing fine, they can only speak for themselves. Other Outlander clans may be less capable of protecting themselves. This training program would give them the skill to protect themselves from incidents such as the Rouge clan.

This is not a replacement of a standing army. Where the armies are full-time protectors, these militias are part-time protectors. Plus the military is not a police force within the settlements, so they are not being replaced.

And remember that this is not just a training program. We are asking that money be spent to improve the weapons of these militias and policing units.

It would be best if we focused on the problems we have instead of creating new ones.

To the Bear Clan

Your training manual was not designed to take in veteran warriors but green recruits who had never seen a spear, much less killed someone with it. Your training manual states that 'All individuals who join the army must relinquish their weapons and clothing, then go through a basic medical check to deem the individual fit for duty. Once past that the individual is then given a training uniform and sent to the training grounds.' Every day of our lives are the equivalent of your medical checks and our warriors have no need to go through them. They also state we must relinquish our own weapons and armour, which is required for us to fight in the way that we do before joining. It states that all recruits are to be sectioned off into archers, infantry and commanders. We wish to keep our current commanders and roles, which already exist in the clan and not have these screwed up by some idiotic supervisor who does not realise we are already trained warriors.

To conclude we are not your standard individuals. We are warriors born and battle is in our blood. We guarded the flank of your clan against the Golden Tribe and you know this to be true. Will you insult us by trying to force us through your training or respect the fact that a skilled and versatile force is know at your disposal, skilled in raiding and shock tactics and able to screen the rest of the army or act as an advanced force.

As other have pointed out before now the Bear Clan have similar traditions to many barbarian tribes. We ask you give us one chance to speak with the Golden Tribe and secure an alliance. The message we send will be approved by you of course. What do you say?
 
Ninticus

We believe that we must finally deal with the Cyrians. It is time to draw a line in the sand, and if the bastard Cyrians cross it, we will strike them down. Our chariots carrying archers on them will be able to easily harass them with impunity, and with such gifted masons and defenders, our cities and towns will be impregnible. We are of superior blood and culture, and will water our fields with the blood of the cyrians if they dare try and defile our great lands.

Also, we thank the House of the Horned King on their agreement on establishing a holy day in which we can lower tolls and allow the dedicated worshippers of the Horned King to enter the inner city unhindered.

We would also like to bring attention to this ever growing black market problem. We must be more dilegent in our watch for smugglers and other criminals entering our city. The Ninticus Clan can and will bring anyone related to the smugglings to justice.

House Demetrii

We respectfully disagree with House Challoan's opinion on the funding and creation of Outlander training program. The funds at the disposal of the Senate were raised from taxes upon the Nesser population, not from the Outlanders. They are not under the authority of the Senate, and they do not follow Nesser law. Why should gold taken from the Nessers be given to the Outlanders to have them police themselves? They have been policing themselves perfectly well beforehand; the Rouge Clan is an isolated incident.

The problem of smuggling is indeed a grave one and House Demetrii pledges its support in aiding the Ninticus Clan in purging such an evil.
