They are right. You can't add a cultural group. BUT you can replace graphics. On a european map, you don't need the american cultural goup. So, you can tell the Byzantines are "american" and replace the american cities with yours

Well I cant add a new culture that sucks, What should I use it for? Any suggestions?

Use it to replace the "Mediterranean" culture group or any culture group that you don't need for your scenario. If you're creating a scenario based on the Byzantine Empire or the Roman Empire, you can replace the "American" culture group graphics.

Looks nice, although the blue skyscrapers look out of place, almost as if they're not quite real - is this, in effect, a collage of different images?

Looks great, the walled city could be deceiving at first glance though. Colosseum could also use a little touch up, the dark shadow makes it appear to be caving in.

That's true... the shadows aren't really consistent with the other buildings and do sort of give a wavey impression to that side of the building.
