We apologize for the tumult caused by the Tsar's alleged statements. We would like to make it clear that Tsar Nicholas said no such thing, and advise all involved parties to calm down and see this as what it really is: simply a small joke made by the Bulgarian Tsar to his confidential friends, which was picked up by the media of the Balkan countries and blown out of proportion. No one wants to go to war with anyone else; in fact, a war right now would be disastrous to everyone's economy, no matter how it turns out.

Bolivia's sneak attack on Peru is a great concern to Mexico. Not only will this greatly destabilize the region but the conflict will result in the loss of many lives.

Mexico is willing to host peace talks between your nations so that a suitable agreement can be made to ensuer this region can prosper.

If this conflict is not resolved the Mexican Empire may intervene. The nations of Latin America should look to co-operate with each other.

Where modern day Oklahoma is.... hmmm that puts a damper in my plans as Oklahoma is in the Plains.....
