I know your calculations are probably right, though manpower isn't a measure of population as much as it is a measure of available men to fight (so men between 15-40 I would assume). I have a hard time seeing Tibet, Liberia and Baluchistan having high GDP per capita regardless of the time line. I'm not sure we can quantify it with the given stats.

Perhaps, but it is very not GDP/capita. By your calculations, with France having a piteous 0.511, our population is in a poor way. We can tell who fails by their sheer economic output.

Also, manpower/turn as represented in the stats is NOT a representation of the whole populations. It is a representation of those fit for service according to the present policy, which likely outlines some men between the ages of 18 and 50.

This is not even mentioning Russia's bad 0.881. We know for a fact that Russians live better than any other people on Earth - your measurement ignores purchasing power parity, average quality of life, health, etc., and, as I demonstrated earlier, is using faulty stats.
