We hereby invite Kaiser Wilhelm II and the leaders of the Republican Coalition to come to Budapest in order to discuss the situation and hopefully find a peaceful solution. We've been on the brink of civil war ourselves but we've been able to find a satisfying solution for all factions involved so we think we can help you out.

However, we believe that your country would benefit from the healthy regime of a constitutional monarchy. Planned for the middle of this decade, it is a time when we can all come together and experience the cultures of other nations. This celebration in the great city of New Orleans would allow easy access from sea or land for all nations. We hope you all can attend and bring your greatest entertainers, products, and cuisine for this celebration in 1925.

They should technically be regarded as equal citizens in regards to the Canadians, but whether they are actually treated as equals is another matter altogether, as Canadians and Quebecois will hate each other until probably the latter half of this century. Also, to be citizens of Canada, you must be able to speak conversational english, which means that all Quebecois that are citizens speak english.
